Abstract

Considers the career of the social scientist E. Noelle-Neumann who actively collaborated with the Hitler regime. Produces evidence of her sympathies and activities and shows how her communications theories are related to Nazi surveillance techniques. Her theory of the spiral of silence, a theory of how individuals retreat from public accountabiblity upon finding themselves at risk of censure, exemplifies the theory itself
