"Wir glauben zu wissen, daß der bevorzugte Sachkatalog der Schlagwortkatalog ist. Wir wissen aber auch, daß für den Benutzer nur wenige Elemente einer bibliographischen Titelaufnahme von Bedeutung sind - ohne daß wir daraus etwa den Schluß gezogen hätten, die Katalogisierung müsse möglichst knapp, benutzerfreundlich gehalten werden." "Wo denn ist die Vermittlung bzw. Übernahme von Schlagwörtern schon diskutiert worden? Was weiß wer von der Bereitschaft der Bibliotheken, die Schlagwörter nach den RSWK zu akzeptieren. ... Wo bitte ist berichtet worden über die Schwierigkeiten, die es macht, von den Kosten, die entstehen bei der Vermittlung zentral vorgegebener Schlagwörter bzw. bei der Übernahme dieser Schlagwörter auch für die kleinsten, konventionell arbeitenden Bibliotheken."
