Abstract

The question of quality in the reference service provided by public libraries was taken up in the USA as early as the 1940s. Since then a number of surveys in various countries and using a variety of methods have attempted to throw some light on the problem. Describes a survey called 'Can libraries find the answer?', undertaken in 1994 as part of a larger quality control project initiated by the public library in Tonsberg in the south of Norway. The aim was to ascertain whether or not the quality of the reference service in Norwegian public libraries is satisfactory and to develop methods to reach and maintain the desired standard. Speculates on the reasons for the unexpectedly poor results
