Abstract

Auslöser für die Entstehung neuer Initiativen zur Reformierung des Systems wissenschaftlicher Kommunikation sind die Konflikte zwischen den beteiligten Akteuren in der Publikationskette, die sich im Übergang zum elektronischen Medium verschärfen. Von Vertretern des open access wird die zunehmende Beeinträchtigung des Zugangs zu Wissen und Information kritisiert. Peter Suber, Herausgeber des SPARC OPEN ACCESS-Newsletter, unterscheidet zwischen Preisbarrieren ("price barriers") und Zugänglichkeitsbarrieren ("permission barriers"), die den freien Umgang mit Wissen und Information zunehmend einschränken.
