Abstract
Nicht nur in der wissenschaftlichen, sondern auch oder gerade in der öffentlichen Diskussion wird viel von der "Wissensgesellchaft" gesprochen. Einmal davon abgesehen, dass dieser Ausdruck oftmals mit ganz verschiedenen Intentionen benutzt wird - so im Hinblick auf die Notwendigkeit, in der Arbeitswelt lebenslang zu lernen, auf die Wissensgeladenheit vieler neuer Produkte oder auf die Verlagerung von Bildungsprozessen von Schulen und Universitäten ins Internet -, ist bei genauerer Betrachtung nicht klar, wo Wissensgesellschaften existieren, im Entstehen begriffen sind oder entstehen könnten, d. h. welche Gesellschaften den Transformationsprozess von der XYZ- zur Wissensgesellschaft in der Vergangenheit schon vollzogen haben, gerade vollziehen oder in Zukunft vollziehen werden. Es ist auch nicht klar, ob es nur eine oder viele Wissensgesellschaften gibt, geben soll oder geben wird. Schon aus diesen wenigen Bemerkungen wird ersichtlich, dass die Rede von der (globalen) Wissensgesellschaft ähnlich wie jene von der Globalisierung alles andere als klar ist. In einem Überblick soll im Folgenden deshalb versucht werden, diese Unklarheiten zumindest ein wenig zu beseitigen. Es wird dabei deutlich, dass sich selbst nur lokale Wissensgesellschaften im Grunde allenfalls in statu nascendi befinden und eine globale Wissensgesellschaft noch in weiter Ferne liegt oder gar eine nicht zu realisierende Utopie darstellt. Zunächst wird der status quo beschrieben, also die große Ungleichheit in der Möglichkeit der Internetnutzung, global und auf das geografische Europa bezogen. Danach wird versucht, anzudeuten, welche Probleme gelöst werden müssten, damit diese Ungleichgewichtung abgebaut werden kann oder doch zumindest nicht noch größer wird. Zuletzt soll der Entwurf einiger Grundsätze aufgezeigt werden, die für die Gestaltung lokaler Wissensgesellschaften handlungsleitend sein sollten und meines Erachtens notwendige Bedingungen der Möglichkeit sowohl lokaler als auch globaler Wissensgesellschaften darstellen. Der damit verbundene nornative Anspruch wird dabei mit der Annahme begründet, dass sich Informationen, Wissen und Bildung in der immer komplexer werdenden Welt zu Grundgütern entwickelt haben, ohne die auf der personalen Ebene ein gelungenes Leben kaum noch zu führen ist und ohne die auf der Ebene der Gemeinwesen eine Entwicklung ökonomisch benachteiligter Länder und Regionen beeinträchtigt oder gar verunmöglicht wird bzw. die schon hochindusthalisierten Staaten den bisher erreichten Lebensstandard nicht halten werden können.
