Abstract

Seit ihrem Start in 1970 ist die Internationale Standard-Buchnummer(ISBN) als Identifikationssystem der Verlage und des Buchhandels international anerkannt. Eine ISBN begleitet eine monographische Veröffentlichung von ihrer Herstellung (Verlag) bis in die Verteilungs- (Zwischenbuchhandel, Verlagsauslieferung) und Versorgungskette (Buchhandel). Das ISBN System ist ein Schlüsselelement der Bestell- und Inventarisierungssysteme für Verleger, Buchhändler, Zwischenbuchhändler, Bibliotheken und andere Organisationen. Die ISBN ist Grundlage zum Erfassen von Daten neuer und zukünftiger monographischer Veröffentlichungen in Verzeichnissen und Datenbanken, die überall in der Buchbranche Anwendung finden. Zudem erleichtert die Verwendung der ISBN das Rechte-Management und die Überwachung der Verkaufsdaten im Verlagsbereich. Der revidierte ISO-Standard, der Anfang des Jahres 2005 veröffentlicht werden wird, stellt die erste Änderung der ISBN-Struktur seit ihrer Einführung dar. Um die kontinuierliche Versorgung der Buchbranche mit diesem Identifikator zu erleichtern, müssen alle Teilbereiche der Branche sicherstellen, daß die jeweilig vorhandenen Datensysteme in der Lage sind, die neue ISBN-Struktur ab dem 1. Januar 2007 reibungslos zu verarbeiten. Jedes im Gebrauch befindliche Datensystem, das auf Grundlage der ISBN arbeitet, muß entsprechend überprüft und revidiert werden. Dies gilt sowohl für Systeme der internen als auch der externen Kommunikation. Entsprechendes gilt für den Aufdruck der ISBN auf den Publikationen selbst als auch deren Veröffentlichung in gedruckten Verzeichnissen, Datenbanken und Dokumentationen.
Die vorliegenden Einführungsrichtlinien können nicht zu jedem Problem, welches im Zuge der Umstellung auftreten kann, einen Lösungsansatz bieten. Viele Fragen, die entstehen werden, können nur in enger Absprache zwischen den Nutzern des ISBN-Systems gelöst werden, also zwischen den Handelspartnern und ihren Softwarehäusern. Diese Richtlinien sollen aber das Wissen an die Hand geben, welches nötig ist, um die notwendigen Änderungen bis zum 1. Januar 2007 durchführen zu können. Sie stellen einen allgemeinen Überblick zu einzelnen Fragen dar und verweisen zudem auf weitere interessante Quellen (s. u. Nützliche Links und weitere Informationsquellen). Die Struktur der 13-stelligen ISBN Die neue ISBN wird aus 13 Ziffern bestehen: Dem 3-stelligen Präfix, das die Buchbranche identifiziert (gegenwärtig 978), gefolgt von der 9-stelligen Kernnummer und der ermittelten Prüfziffer, die die Integrität der gesamten 13-stelligen ISBN bestätigt. Als solches wird sie dem 13-stelligen EAN-`Buchland`- Strichcode entsprechen, der schon heute verschlüsselt im Strichcode auf der Rückseite von Buchprodukten Anwendung findet. Das Bedürfnis nach einerveränderten Zahlenstrukturder ISBN entstand daher, daß die Versorgung mit ISB-Nummern bei der weltweit wachsenden Anzahl von Verlegern und Veröffentlichungen nicht mehr gewährleistet ist. Die Buchbranche wird also außerdem in die Lage versetzt, das zusätzliche EAN Präfix 979 zu nutzen, sobald es zu einem Zeitpunkt nach dem 1. Januar 2007 notwendig werden wird. Sobald ISBN-Agenturen einen zusätzlichen Bedarf an ISB-Nummern haben, der über ihren verfügbaren Bestand auf Basis 978 hinausgeht, dürfen sie ISB-Nummern mit dem 979-Präfix vergeben. Dabei wird es durchaus möglich sein, daß eine ISBN-Agentur sowohl ISB-Nummern mit dem 978-Präfix als auch mit dem 979-Präfix vergibt, wenn bestimmte Größen der ISBN-Bereiche für die ISBN-Agenturen unter dem 978-Präfix nicht mehr verfügbar sind. Auch bei den 13-stelligen ISBN wird es so sein, dass einem Verleger bei einer zweiten Zuteilung von ISBN die Verlagsnummer nicht erhalten bleibt. Die 978-Verlagsnummern werden den 979-Verlagsnummern nicht entsprechen.
