Abstract

Die zunehmende Komplexität und die wachsende Kontingenz des Wissens relativiert zusehends die elitäre Bedeutung der Wissenschaft, deren Rolle heute weniger denn je der eines allwissenden Wegweisers entspricht. Ihre Funktion lässt sich eher mit der eines Moderators vergleichen, der im kommunikativen Austausch mit Öffentlichkeit und Politik dazu beiträgt, den Umgang mit bzw. das Entscheiden unter Unsicherheit viel stärker als bisher als gesellschaftlichen Lernprozess zu begreifen. Zugleich weist Wissenschaft durch die Rückkopplung an gesellschaftliche Leitbilddiskussionen und dem Überschreiten von Disziplingrenzen innerhalb des wissenschaftlichen Diskurses einen transdisziplinären Charakter auf. Gesellschaftliche "Auslöser" transdisziplinärer Forschung sind häufig wissenschaftsferne Problemstellungen, die ohne die Kooperation mit Praxispartnern nicht in zufrieden stellender Weise lösbar sind. Als Fixpunkt der Bemühungen einer derartigen Rückführung von Wissenschaft in die lebensweltlichen Praxen steht die Erzeugung "sozial robusten Wissens" (Nowotny 1999). Wissenshierarchien und Machtverhältnisse sind untrennbar miteinander verbunden. So werden Wissenschaftler erst durch Politik zu Experten gekürt. Von besonderer erkenntnistheoretischer Brisanz ist dabei die Tatsache, dass sowohl Wissen als auch NichtWissen sozial konstruiert werden, denn "Nicht-Wissen dirigiert (...) nicht nur die Problemsuche, sondern auch den Weg zu neuen Ergebnissen" (Böschen 2001: 51). Das mit klaren Arbeitsregeln für die Wissenschaft zu verbindende proaktive Gestalten von Problemhorizonten wird damit zur zentralen Herausforderung für das strategische Problemlösen der (politischen) Entscheider. Öffentlichkeit wird in der aktuelleren Wissenschaftsforschung nicht länger als irrationales, der Aufklärung bedürftiges Publikum angesehen. Insbesondere die traditionelle Vorstellung, eine "Vermittlung" wissenschaftlichen Wissens könnte in eindimensionalen Informierungsprozessen stattfinden, ist vielfach kritisiert worden. Soziale Innovation ist charakterisierbar als strategische informationelle Steuerung (governance by information), die immer auch mit neuen Politikansätzen und -instrumenten verzahnt ist. Mit dem Begriff "Governance" ist damit nicht mehr nur die traditionelle Vorstellung eines zentralen staatlichen Akteurs verbunden, sondern er steht als Oberbegriff für die vielfältigen Formen politischer Steuerung auf unterschiedlichen hierarchischen Ebenen (Jänicke & Jörgens 2004), bei wachsender Komplexität der Problemstellungen, der Akteursbeziehungen und der Handlungsbedingungen.
