"Am 29.6.2006 trat das "Gesetz über die Deutsche Nationalbibliothek" in Kraft. Es erweitert den Sammelauftrag Der Deutschen Bibliothek. Internetveröffentlichungen, so genannte Netzpublikationen, gehören ab sofort zur Sammlung. Das Gesetz legt als neuen Namen der Bibliothek "Deutsche Nationalbibliothek" fest. Außerdem sind jetzt Bundestagsabgeordnete im Verwaltungsrat der Bibliothek vertreten. Das neue Gesetz löst das "Gesetz über die Deutsche Bibliothek" ab und benennt die Bibliothek in Deutsche Nationalbibliothek um. Die Deutsche Nationalbibliothek archiviert Netzpublikationen auf Dauer. Deutsche Verlage und alle, die außerhalb des Verlagsbuchhandels Veröffentlichungen herausgeben, werden durch die Gesetzesnovellierung verpflichtet, neben trägergebundenen Publikationen wie gedruckten Werken und Veröffentlichungen auf CD-ROMs oder Disketten auch ausschließlich oderzusätzlich im Internet veröffentlichte Werke an die Deutsche Nationalbibliothek abzuliefern. Die Deutsche Nationalbibliothek arbeitete schon seit einiger Zeit an Verfahren, die für eine Sammlung von Online-Publikationen benötigt werden. Diese Verfahren wurden an Online-Dissertationen und bei Ablieferungen auf freiwilliger Basis erprobt. Noch befinden sie sich aber im Entwicklungsstadium und müssen für den Einsatz im Rahmen des erweiterten Sammelauftrages zur Anwendungsreife gebracht werden. Die neue Aufgabenstellung erfordert eine Anpassung des Budgets der Bibliothek."
