Abstract

Die rechtlichen und organisatorischen Rahmenbedingungen des Sammelns von Netzpublikationen in Deutschland werden dargestellt, die Schaffung ausreichender rechtlicher Rahmenbedingungen angemahnt und eine dreigliedrige Sammlungsstruktur vorgeschlagen. Angeregt wird die Gründung einer eigenständigen Gedächtnisinstitution für das Internet.
