Abstract
Die technische Struktur der wissenschaftlichen Kommunikation und Information ist geprägt von der Vernetzung bzw. dem Zugang zu den weltweiten internationalen Netzen, von der rasanten Verbesserung des Preis - Leistungsverhältnisses bei Speicherkapazitäten und der ebenso wichtigen Vermehrung der intelligenten Arbeitsplätze. Diese Entwicklung bezieht zunehmend auch die privaten Haushalte ein. PCs mit Netzanschluß über Telefon (Modem) oder ISDN usw. mit CD-ROM-Laufwerk und vielfältiger Systemsoftware werden auch im privaten bereich in den nächsten Jahren ebenso selbstverständlich sein wie Telefon. Die Verbreitung des eigentlich erst vor kurzem eingeführten Telefax zeigt, welche Dynamik bei der Einführung neuer Technologien auch im privaten Bereich entstehen kann. Dies ist die technische Umgebung der Bibliotheken ebenso wie des wissenschaftlichen Publikationswesens. Wie verhalten sich beide zueinander, wenn sie dieser immer selbstverständlicher werdenden Umgebung gerecht werden wollen?
