    Abstract
    The Federal Government must undertake a concerted, major effort to build a modern information and telecommunication technology infrastructure to serve its own internal information resources management needs and, more importantly, to deliver services to its citizens. It must also implement a management and policy framework that guides a directs a re-invigorated, customer-based service orientation, and must be involved, on a partnership basis with other levels of government and with non-profit and private-sector organizations, in the development of a national information infrastructure. Guiding these initiatives should be a clear and strategic vision for delivering government services in an electronically oriented information society

    The rapid development of networked information resources and services has not been matched with ongoing assessment of how well these resources and services meet user needs. Stresses the importance of developing and implementing a range of user based evaluation techniques as a means of assessing the usefulness of the services, and planning for future services.     Abstract
    Reports results of a questionnaire survey of 1996 Internet and WWW activity in UK public libraries, undertaken by the UK Office for Library and Information Networking (UKOLN) on behalt of the Library and Information Commission, and compares the results with a similar survey of public libraries in the USA. The range of issues investigated include: number of libraries connected to the Internet; how the libraries are connected; availability of public access. Concludes that the UK id generally far behind the USA in the development of Internet services and levels of connectivity. The 1996 results for the UK are similar to those obtained in the 1994 USA survey. There is a high reliance on dial up as a connection methos, limited amounts of public access and general low connectivity. However, a noticeable amount of enthudiasm about the Internet was observed in the respondents and a great deal of planning was taking place. In addition, the higher level of public libraries Internet involvement in the USA did not always indicate that high levels of Internet services are being offered to the public. Lists recommended levels of Internet services that should be considered

    Abstract
    Reports results of an evaluation of the Online at PA Libraries project (Autumn 1996 to Autumn 1997), funded by Bell Atlantic and administered by the Pennsylvania Dept. of Education's Office of Commonwealth Libraries and the Schuylkill Intermediate Unit, which has had a significant impact on the provision of Internet based information services and resources to Pennsylvania public library users. 4 surveys were conducted: a survey to assess the participating libraries' expectations concerning the project; a user survey to determine user satisfaction, demographic and overall project and Internet assessment; and 2 training evaluation surveys conducted at the start and at the follow up stage of the project. The project has provided a statewide demonstration of what can be done to improve quickly and significantly the statewide public library services; to connect public libraries to the Internet and provide a range of new services and resources to their communities; and to 'junpstart' libraries, librarians and citizens into the global networked society

    Abstract
    In upholding the Children's Internet Protection Act (CIPA), the U.S. Supreme Court has forced public libraries to face difficult issues about filtering Internet content. The implementation of filters creates a range of practical issues for libraries and also raises myriad research issues related to the effects of CIPA on public library services and on access to Internet-based information in public libraries. Using a multimethod, iterative research strategy, this article explores selected areas related to filtering that may affect the provision of Internet content and services in public libraries. This study presents preliminary data about the impact of CIPA on public libraries and offers a perspective of what research is necessary to provide a better understanding of the impacts of CIPA and to determine what research would need to be conducted for potential future legal challenges to the application of CIPA in public libraries.

    Abstract
    This article identifies a number of research topics related broadly to outcomes assessment in a networked environment and discusses issues affecting these research topics. It also proposes a framework to relate traditional evaluation components and terminology to the networked environment and identifies a number of factors in the networked environment that affect outcomes and other assessment methods. The article suggests that outcomes assessment has the potential to complement other assessment techniques to better assist libraries and related information organizations enhance their decisions in the provision of information services and resources. Given the increased rate at which libraries are using the networked environment to provide services and resources, however, much work remains before most libraries can implement outcomes assessment efforts successfully.
