    Abstract
    Considers the possible potential for service development in public libraries offered by the Internet and describes the traditional models of network access and their lack of relevance to public libraries. Describes 2 current research projects currently being undertaken by public libraries to assess the value of the Internet to their services; ITPOINT, a project being conducted at Chelmsley Wood Library, Solihull, UK; and CLIP, the Croydon Libraries Internet peoject. Presents a range of new service paradigms and suggests that public libraries will become even more central to people's lives than they are today

    Abstract
    Draws on recent literature form the fields of library and information science, communication studies and social sciences to discuss the issues underpinning current attempts to justify public library provision of information in a social context where information is beginning to be seen as a commodity. Discusses the conventional rationale for public library provision, defines the social impact of public libraries and places it in historical context. Considers the present urgency of current concerns with particular reference to funding. Concludes that research and demonstration programmes in this field aim to provide new evidence about the effectiveness and value of public libraries. The rationale for public libraries must take into account their continuing vital function as a promoter of citizenship and democracy

    Abstract
    Asserts that UK public libraries are now busier than ever and are facing higher public expectations of the services on offer. Explores some of the possible reasons for this. Government initiatives including the Citizen's Charter, as well as fundamental changes in all areas of the education systems, are highlighted as being major contributions to the changes in usage. The introduction of the National Curriculum, the impact of open learning courses and reduced personal and instituional spending power within academic libraries have prompted both teachers and students to turn in increasing numbers to the public reference library. Discusses some of the implications for the management of theses services and outlines some possible strategies for the future

    Abstract
    A Web-based survey was conducted to determine the extent to which Canadian public libraries are collecting multilingual materials (foreign languages other than English and French), the methods that they use to select these materials, and whether public librarians are sufficiently prepared to provide their multilingual clientele with an adequate range of materials and services. There is room for improvement with regard to collection development of multilingual materials in Canadian public libraries, as well as in educating staff about keeping multilingual collections current, diverse, and of sufficient interest to potential users to keep such materials circulating. The main constraints preventing public libraries from developing better multilingual collections are addressed, and recommendations for improving the state of multilingual holdings are provided.

    Abstract
    A literature search revealed little evidence of UK public library involvement in bibliographic networks. Public library collections include a wealth of sound recordings, photographs, local history information and community and business information services. Access to their catalogues would benefit academic, special and other public libraries. Cooperative purchasing, particularly of journals, is another potential benefit of developing networks. network expansion and the public library's role in it will be dependent on costs. Greater awareness among senior public librarians is necessary to promote the development of networks
