Zunächst ist damit das im Grundgesetz normierte Grundrecht der Informationsfreiheit gemeint. Dabei geht es um das Recht, sich aus allgemein zugänglichen Quellen ungehindert zu unterrichten. Für die Arbeit der Bibliotheken ist dies ein wichtiges Grundrecht, sind sie doch selbst eine allgemein zugängliche Informationsquelle. Wenn nun von einem Informationsfreiheitsgesetz die Rede ist, könnte man zunächst annehmen, hier werde das Grundrecht der Informationsfreiheit in seinen vielfältigen Ausprägungen näher geregelt. Dieses Verständnis ist indes nicht richtig. In einem Informationsfreiheitsgesetz wird nicht das Grundrecht der Informationsfreiheit umfassend normiert. Es wird vielmehr eine neue, allgemein zugängliche Informationsquelle erschlossen, nämlich die in der öffentlichen Verwaltung vorhandene Information. Ein Informationsfreiheitsgesetz gibt danach jedermann das Recht, alle in den Behörden vorhandenen Informationen zu erfahren, von gewissen (meist besonders interessanten!) Ausnahmen freilich abgesehen. Auch wenn es zunächst nicht so scheint: Für Bibliotheken ist das Thema Informationsfreiheitsgesetz (IFG) relevant. Und zwar aus zwei Gründen. Zunächst sind die Bibliotheken, die in öffentlicher Trägerschaft stehen, selbst Teil der öffentlichen Verwaltung. Sie können daher als Verwaltungsbehörden durchaus mit einem Informationsbegehren konfrontiert werden, das sich auf ein Informationsfreiheitsgesetz stützt. Dieser Fall mag relativ selten vorkommen, zumal es bei den Informationsfreiheitsgesetzen nicht um die Bestände der Bibliothek geht, sondern um deren Verwaltungswissen, also um die Akten. Hier könnte jemand erfahren wollen, wie viel Geld für bestimmte Bücher ausgegeben wurde oder welche Bücher makuliert worden sind. Solche Anfragen werden, wie gesagt, relativ selten vorkommen.
    - Wichtig für Auskunftsbibliothekare Viel häufiger werden dagegen die Auskunftsbibliothekare mit dem Thema Informationsfreiheitsgesetz konfrontiert werden. Bibliotheken, auch und gerade die Öffentlichen Bibliotheken, werden von den Bürgern gern als allgemeine Anlaufstelle für alle möglichen Informationsbedürfnisse genutzt. Bei den politisch engagierten und interessierten Bürgern werden dabei Fragen aufkommen, die sich mit den Beständen der Bibliothek oder dem Internet nicht oder nur unbefriedigend beantworten lassen. Hier wäre es ein sehr guter Service der Bibliothek, den Bürger auf seine Rechte aus einem Informationsfreiheitsgesetz aufmerksam zu machen. Idealerweise hält die Bibliothek auch ein wenig Literatur zu dieser recht neuen juristischen Materie bereit. Mit Blick auf die Bedürfnisse der Bibliotheken sollen daher zwei aktuelle Kommentare vergleichend vorgestellt werden. Der Kommentar von Rossi wurde von einem fachlich einschlägig ausgewiesenen Wissenschaftler verfasst, der Kommentar von Berger/Roth/Scheel von Fachleuten aus dem politischen Bereich des Bundestages. In beiden Kommentaren geht es um das Informationsfreiheitsgesetz des Bundes (BGBl. 12005, Seite 2722). Das ist zu beachten. Entsprechend dem föderalen Aufbau Deutschlands ist der Bund und sind die einzelnen Bundesländer in Sachen Informationsfreiheit für ihre je eigenen Behörden zuständig. Daher gilt das Informationsfreiheitsgesetz des Bundes auch nur für Bundesbehörden. Für die Kommunen und die Behörden der Länder gilt das entsprechende Landesinformationsfreiheitsgesetz. Allerdings haben nicht alle Bundesländer Informationsfreiheitsgesetze erlassen. So gibt es etwa in Baden- Württemberg oder in Thüringen kein Informationsfreiheitsgesetz, in Berlin, Nordrhein-Westfalen oder Schleswig-Holstein aber doch. Auch wenn die vorzustellenden Kommentare nur das Informationsfreiheitsgesetz des Bundes behandeln, können sie dennoch für Rechtsfragen in den einzelnen Bundesländern herangezogen werden. Die jeweiligen Regelungen entsprechen sich vielfach. Es finden sich daher in beiden Kommentaren Hinweise auf die Rechtslage in den Ländern und im Anhang sogar die Gesetzestexte der Ländergesetze. Allerdings sind die neuesten Normen aus Bremen, Hamburg und Mecklenburg-Vorpommern noch nicht abgedruckt.
    . . . Es ist also wie so oft in der Juristerei auch beim Informationsgesetz gut, mehrere Rechtsmeinungen zu konsultieren. Daher ist die Anschaffung beider Kommentare zu empfehlen. So ergänzen sich Problembewusstsein einerseits und eine gut lesbare Darstellung andererseits. Wenn nur die Anschaffung eines Kommentars infrage kommt, sollten Öffentliche Bibliotheken trotz einiger inhaltlicher Einschränkungen eher zu Berger/ Roth/Scheel greifen. Beide Kommentare sind etwa zeitgleich erschienen, weitere Kommentare zum IFG sind in Sicht. Spannend wird es, wenn die Kommentare in späteren Auflagen aufeinander eingehen. Schon jetzt wird deutlich, Informationsfreiheit ist keine einfache Sache, ihre konkrete Reichweite mitunter fraglich. Umso wichtiger ist daher die Hilfestellung der Bibliotheken für den Rat suchenden Bürger. Wir sollten sie ihm geben."

Zunächst ist damit das im Grundgesetz normierte Grundrecht der Informationsfreiheit gemeint. Dabei geht es um das Recht, sich aus allgemein zugänglichen Quellen ungehindert zu unterrichten. Für die Arbeit der Bibliotheken ist dies ein wichtiges Grundrecht, sind sie doch selbst eine allgemein zugängliche Informationsquelle. Wenn nun von einem Informationsfreiheitsgesetz die Rede ist, könnte man zunächst annehmen, hier werde das Grundrecht der Informationsfreiheit in seinen vielfältigen Ausprägungen näher geregelt. Dieses Verständnis ist indes nicht richtig. In einem Informationsfreiheitsgesetz wird nicht das Grundrecht der Informationsfreiheit umfassend normiert. Es wird vielmehr eine neue, allgemein zugängliche Informationsquelle erschlossen, nämlich die in der öffentlichen Verwaltung vorhandene Information. Ein Informationsfreiheitsgesetz gibt danach jedermann das Recht, alle in den Behörden vorhandenen Informationen zu erfahren, von gewissen (meist besonders interessanten!) Ausnahmen freilich abgesehen. Auch wenn es zunächst nicht so scheint: Für Bibliotheken ist das Thema Informationsfreiheitsgesetz (IFG) relevant. Und zwar aus zwei Gründen. Zunächst sind die Bibliotheken, die in öffentlicher Trägerschaft stehen, selbst Teil der öffentlichen Verwaltung. Sie können daher als Verwaltungsbehörden durchaus mit einem Informationsbegehren konfrontiert werden, das sich auf ein Informationsfreiheitsgesetz stützt. Dieser Fall mag relativ selten vorkommen, zumal es bei den Informationsfreiheitsgesetzen nicht um die Bestände der Bibliothek geht, sondern um deren Verwaltungswissen, also um die Akten. Hier könnte jemand erfahren wollen, wie viel Geld für bestimmte Bücher ausgegeben wurde oder welche Bücher makuliert worden sind. Solche Anfragen werden, wie gesagt, relativ selten vorkommen.
    - Wichtig für Auskunftsbibliothekare Viel häufiger werden dagegen die Auskunftsbibliothekare mit dem Thema Informationsfreiheitsgesetz konfrontiert werden. Bibliotheken, auch und gerade die Öffentlichen Bibliotheken, werden von den Bürgern gern als allgemeine Anlaufstelle für alle möglichen Informationsbedürfnisse genutzt. Bei den politisch engagierten und interessierten Bürgern werden dabei Fragen aufkommen, die sich mit den Beständen der Bibliothek oder dem Internet nicht oder nur unbefriedigend beantworten lassen. Hier wäre es ein sehr guter Service der Bibliothek, den Bürger auf seine Rechte aus einem Informationsfreiheitsgesetz aufmerksam zu machen. Idealerweise hält die Bibliothek auch ein wenig Literatur zu dieser recht neuen juristischen Materie bereit. Mit Blick auf die Bedürfnisse der Bibliotheken sollen daher zwei aktuelle Kommentare vergleichend vorgestellt werden. Der Kommentar von Rossi wurde von einem fachlich einschlägig ausgewiesenen Wissenschaftler verfasst, der Kommentar von Berger/Roth/Scheel von Fachleuten aus dem politischen Bereich des Bundestages. In beiden Kommentaren geht es um das Informationsfreiheitsgesetz des Bundes (BGBl. 12005, Seite 2722). Das ist zu beachten. Entsprechend dem föderalen Aufbau Deutschlands ist der Bund und sind die einzelnen Bundesländer in Sachen Informationsfreiheit für ihre je eigenen Behörden zuständig. Daher gilt das Informationsfreiheitsgesetz des Bundes auch nur für Bundesbehörden. Für die Kommunen und die Behörden der Länder gilt das entsprechende Landesinformationsfreiheitsgesetz. Allerdings haben nicht alle Bundesländer Informationsfreiheitsgesetze erlassen. So gibt es etwa in Baden- Württemberg oder in Thüringen kein Informationsfreiheitsgesetz, in Berlin, Nordrhein-Westfalen oder Schleswig-Holstein aber doch. Auch wenn die vorzustellenden Kommentare nur das Informationsfreiheitsgesetz des Bundes behandeln, können sie dennoch für Rechtsfragen in den einzelnen Bundesländern herangezogen werden. Die jeweiligen Regelungen entsprechen sich vielfach. Es finden sich daher in beiden Kommentaren Hinweise auf die Rechtslage in den Ländern und im Anhang sogar die Gesetzestexte der Ländergesetze. Allerdings sind die neuesten Normen aus Bremen, Hamburg und Mecklenburg-Vorpommern noch nicht abgedruckt.
    . . . Es ist also wie so oft in der Juristerei auch beim Informationsgesetz gut, mehrere Rechtsmeinungen zu konsultieren. Daher ist die Anschaffung beider Kommentare zu empfehlen. So ergänzen sich Problembewusstsein einerseits und eine gut lesbare Darstellung andererseits. Wenn nur die Anschaffung eines Kommentars infrage kommt, sollten Öffentliche Bibliotheken trotz einiger inhaltlicher Einschränkungen eher zu Berger/ Roth/Scheel greifen. Beide Kommentare sind etwa zeitgleich erschienen, weitere Kommentare zum IFG sind in Sicht. Spannend wird es, wenn die Kommentare in späteren Auflagen aufeinander eingehen. Schon jetzt wird deutlich, Informationsfreiheit ist keine einfache Sache, ihre konkrete Reichweite mitunter fraglich. Umso wichtiger ist daher die Hilfestellung der Bibliotheken für den Rat suchenden Bürger. Wir sollten sie ihm geben."

    Abstract
    Die Verwendung von Erschließungsinstrumenten zur Beschreibung von Informationsressourcen kann Effizienz und Effektivität thematischer Recherchen wesentlich steigern: standardisierte Begriffe unterstützen Recall und Precision begrifflicher Suchen; Ausweisung von Relationen bietet die Grundlage für explorative Suchprozesse. Eine zusätzliche Steigerung der Funktionalitäten des Retrievals kann mittels einer Ausdifferenzierung und Spezifizierung der in Normdaten enthaltenen semantischen Informationen erreicht werden, die über die in Thesauri und Klassifikationen verbreiteten grundlegenden Relationstypen (äquivalent, hierarchisch, assoziativ) hinausgehen. In modernen Informationsräumen, in denen Daten verschiedener Institutionen über eine Plattform zeit- und ortsunabhängig zugänglich gemacht werden, können einzelne Wissenssysteme indes nur unzureichend das Information Retrieval unterstützen. Zu unterschiedlich sind die für thematische Suchanfragen relevanten Indexierungsdaten. Eine Verbesserung kann mittels Herstellung von Interoperabilität zwischen den verschiedenen Dokumentationssprachen erreicht werden. Im Vortrag wird dargelegt, in welcher Art und Weise die in Wissenssystemen enthaltenen semantischen Informationen zur Unterstützung thematischer Recherchen optimiert werden können und inwiefern Interoperabilität zwischen Systemen geschaffen werden kann, die gleichwertige Funktionalitäten in heterogenen Informationsräumen gewährleisten. In diesem Zusammenhang wird auch auf aktuelle Mappingprojekte wie das DFG-Projekt CrissCross oder das RESEDA-Projekt, welches sich mit den Möglichkeiten der semantischen Anreicherung bestehender Dokumentationssprachen befasst, eingegangen.

    Abstract
    In der Diskussion über die Transformation des wissenschaftlichen Publizierens zeigt sich deutlich, dass Repositorien zukünftig eine noch bedeutsamere Rolle im Zusammenhang mit d em freien Zugang zu Forschungsergebnissen und -daten zukommen könnte und sollte.     Abstract
    Eine der wesentlichen Aufgaben als Fachreferent*in ist die inhaltliche Erschließung der neuerworbenen Literatur, sowie die Begutachtung und Auswahl der neu erschienenen Werke in den jeweiligen Fachgebieten hinsichtlich der Relevanz für die eigenen Sammlungen gemäß dem Sammlungsprofil der TU Wien Bibliothek. Im Zuge der Corona-Krise wurde die herkömmliche Arbeitsweise in der Sacherschließung beeinträchtigt, und es haben sich neue Herausforderungen, aber auch Möglichkeiten ergeben. Neben der fehlenden Autopsie der Literatur leidet auch die Sichtung und Erwerbung neuer Literatur unter der physischen Abwesenheit vom Arbeitsplatz bzw. der entsprechenden technischen Infrastruktur. Auch der persönliche Austausch mit den Kolleg*innen wurde deutlich erschwert. Neben den Schwierigkeiten wurden aber auch die neuen Handlungsoptionen auf beruflicher und individueller Ebene positiv gesehen. In dem Artikel werden unsere individuellen Erfahrungen an der TU Wien Bibliothek sowie Ausblicke in die Zukunft wiedergegeben.

    Abstract
    What is the difference between Piaget's constructivism and Papert's "constructionism"? Beyond the mere play on the words, I think the distinction holds, and that integrating both views can enrich our understanding of how people learn and grow. Piaget's constructivism offers a window into what children are interested in, and able to achieve, at different stages of their development. The theory describes how children's ways of doing and thinking evolve over time, and under which circumstance children are more likely to let go of-or hold onto- their currently held views. Piaget suggests that children have very good reasons not to abandon their worldviews just because someone else, be it an expert, tells them they're wrong. Papert's constructionism, in contrast, focuses more on the art of learning, or 'learning to learn', and on the significance of making things in learning. Papert is interested in how learners engage in a conversation with [their own or other people's] artifacts, and how these conversations boost self-directed learning, and ultimately facilitate the construction of new knowledge. He stresses the importance of tools, media, and context in human development. Integrating both perspectives illuminates the processes by which individuals come to make sense of their experience, gradually optimizing their interactions with the world.

    Abstract
    Seit 1993 verfolgt die DFG das Ziel des Aufbaus einer Handschriftendatenbank für mittelalterliche Handschriften. Grund genug, sich nach einem Rückblick noch einmal der konzeptionellen und methodischen Grundlagen zu versichern. Im einem Datenbankentwurf sind die zu erwartenden Nutzersichten zu integrieren und die handschriftentypischen Schwierigkeiten zu diskutieren. Die neue Situation, Quellen als Digitalisate einbinden zu können, ist dabei zu berücksichtigen.

    Abstract
    Wikidata ist eine freie Wissensbasis, die allgemeine Daten über die Welt zur Verfügung stellt. Sie wird von Wikimedia entwickelt und betrieben, wie auch das Schwesterprojekt Wikipedia. Die Daten in Wikidata werden von einer großen Community von Freiwilligen gesammelt und gepflegt, wobei die Daten sowie die zugrundeliegende Ontologie von vielen Projekten, Institutionen und Firmen als Basis für Applikationen und Visualisierungen, aber auch für das Training von maschinellen Lernverfahren genutzt werden. Wikidata nutzt MediaWiki und die Erweiterung Wikibase als technische Grundlage der kollaborativen Arbeit an einer Wissensbasis, die verlinkte offene Daten für Menschen und Maschinen zugänglich macht. Ende 2020 beschreibt Wikidata über 90 Millionen Entitäten unter Verwendung von über 8 000 Eigenschaften, womit insgesamt mehr als 1,15 Milliarden Aussagen über die beschriebenen Entitäten getroffen werden. Die Datenobjekte dieser Entitäten sind mit äquivalenten Einträgen in mehr als 5 500 externen Datenbanken, Katalogen und Webseiten verknüpft, was Wikidata zu einem der zentralen Knotenpunkte des Linked Data Web macht. Mehr als 11 500 aktiv Editierende tragen neue Daten in die Wissensbasis ein und pflegen sie. Diese sind in Wiki-Projekten organisiert, die jeweils bestimmte Themenbereiche oder Aufgabengebiete adressieren. Die Daten werden in mehr als der Hälfte der Inhaltsseiten in den Wikimedia-Projekten genutzt und unter anderem mehr als 6,5 Millionen Mal am Tag über den SPARQL-Endpoint abgefragt, um sie in externe Applikationen und Visualisierungen einzubinden.
