    Abstract
    Im Dezember 2003 fand in Genf die erste Phase des UN-Weltgipfels zur Informationsgesellschaft (WSIS) statt. Die Gipfelkonferenz, an der mehr als 11.000 Vertreter von Regierungen, der privaten Wirtschaft und der Zivilgesellschaft teilnahmen, verhandelte u. a. Themen wie die Überwindung der digitalen Spaltung, Menschenrechte im Informationszeitalter, geistige Eigentumsrechte, Cyberkriminalität und Internet Governance. Das vorliegende Buch stellt den WSIS-Gipfel in den historischen Kontext 200-jähriger internationaler Verhandlungen zur Regulierung grenzüberschreitender Kommunikation -- von den Karlsbader Verträgen 1819 bis zur Entstehung des Internets. Es beschreibt die spannenden und kontroversen Auseinandersetzungen darüber, wie das Internet reguliert, Menschenrechte im Informationszeitalter garantiert, Sicherheit im Cyberspace gewährleistet, geistiges Eigentum geschützt und die digitale Spaltung überbrückt werden soll. Kleinwächter lässt keinen Zweifel daran, dass der WSIS-Kompromiss von Genf nicht mehr ist als der Beginn eines langen Prozesses zur Gestaltung der globalen Informationsgesellschaft der Zukunft. Die zweite Phase des Gipfeltreffens findet im November 2005 in Tunis statt. Das Buch enthält im Anhang die vom Gipfel verabschiedete Deklaration und den Aktionsplan sowie die von der Zivilgesellschaft angenommene Erklärung zur Zukunft der Informationsgesellschaft.

    Abstract
    CyberMedienWirklichkeit ist ein Buch, welches man nicht mehr so schnell aus der Hand legt. Wir bewegen uns heutzutage mehr in der Virtualität, als mancher es für möglich hält. Wirklichkeit ist kein fester Begriff mehr, den man sich sicher sein sollte; Wirklichkeit ist ein Netz voller Spannungen und Gegenspannungen, die erst in der Konstruktion dieser ihre Existenz konstituieren. Die Welten des Cyberspace wurden nach dem Platzen der New Economy-Blase allzu sehr unterschätzt, was dem Gegenstand allerdings einfach nicht gebührt. Gerade weil wir nicht wissen, wohin die Reise geht, kommt es darauf an, diesen Vorteil effizient auszunutzen - wie das geschehen kann, zeigt in der gegenwärtigen deutschen Virtualitätsliteratur niemand anderes besser als der Bonner Publizist Goedart Palm. Fazit: Unbedingt lesen! Wer das nicht tut, verpasst etwas.

    Abstract
    Information und Wissen sind die Grundbausteine der Wissensgesellschaft. Die Art und Weise, wie der Umgang mit diesen Ressourcen organisiert wird, ist gegenwärtig die Kernfrage weltweiter gesellschaftlicher, politischer, kultureller und wirtschaftlicher Auseinandersetzungen. Die digitale Revolution und das Internet haben die Voraussetzungen Wissen zu kommunizieren, also zu verbreiten und mit anderen zu teilen, grundlegend verändert und vereinfacht. Sie haben einen ungeahnten Kreativitäts- und Innovationsschub ausgelöst, der weit reichende Auswirkungen auf unser Leben und unsere Kultur haben wird. Diese Entwicklung wollen Vertreter der Informationswirtschaft, die sich durch die "wunderbare Wissensvermehrung" bedroht fühlen, zurückdrehen. Der Kampf ums "geistige Eigentum" und um die Kontrolle des Internet - und seiner Fortentwicklung - sind momentan daher wichtige politische Arenen auf globaler Ebene. Dieses Buch ist ein Plädoyer für die Innovationsfreiheit. Die Beiträge beleuchten, welche kreativen und innovativen Kräfte dem "Geist" des Internet bisher entsprungen sind. Die entstandene Public Domain des Wissens gilt es auszubauen und allen Menschen zugänglich zu machen. Ideen für das Buch lieferte die Konferenz "Open Innovation - Auf der Suche nach neuen Leitbildern", welche die Heinrich-Böll-Stiftung mit TU und HU Berlin 2004 in Berlin veranstaltete.

Großunternehmen versuchen auch die neuen Medien zu kapitalisieren, doch im globalen, dezentralen Kommunikationsnetz gelten andere Spielregeln. Auf der Basis freier Software, die von jedem kostenlos verändert und kopiert werden kann, entstehen völlig neue Medienformen. Millionen von "Weblogs" genannten Online-Postillen ergänzen die klassische Medienlandschaft um unabhängige Stimmen.     Abstract
    Kaum eine Wissenschaft der Neuzeit dürfte so geschichtslos angetreten sein wie die Computertheorie. Die simulierte Gleichzeitigkeit alles je Geschriebenen, die der Bildschirm erzeugt, scheint die Beschäftigung mit der Historie abzuschaffen. Das System schluckt die Geschichte und läßt so vergessen, daß es seinerseits eine solche hat. Uns aber hat sie nicht mehr losgelassen, seit wir vor Jahren an an die Schriften des mittelalterlichen Theologikers Raimundus Lullus gerieten. Seine logischen Modelle haben wir in die Computersprachen Cobol sowie Assembler übertragen und sie in einen Berliner Großrechner eingegeben. So entstand aus einer bloßen Übersetzung das ablauffähige Programm "Ars Magna. Author: Raimundus Lullus, um 1300". Dieser älteste Systementwurf war uns der Tigersprung in das Vergangene, der das Kontinuum der Geschichtslosigkeit aufsprengt. Im Kurzschluß von Jetztzeit und Vergangenheit glühen Verbindungen auf, die scheinbar Bekanntes in neuem Licht erscheinen lassen. Daß die Elektronenhirne einen solch direkten Draht zu mittelalterlichen Gottesbeweisen haben, verlangt nach einer Spurensicherung neuer Art, nach einer besonderen Archäologie des Immateriellen. Die Spur führt auf ein ungesichertes Terrain, auf verschüttete Pfade durch zerbrochene Buchstäblichkeiten, die keine Kabbala mehr zusammenhält. Vertraute Oppositionsbegriffe, die den Dingen eine neuzeitliche Ordnung geben würden, wie Wissenschaft/Kunst, Subjekt/Objekt, Religion/Technik, greifen hier nicht mehr. Hier bedarf es einer anderen Lektüre. Und in solcher Überschreitung zeigen uns die alten Texte plötzlich die Spuren des Neuen. Die von Raimundus Lullus ab 1275 entwickelte Logik ist Gestalt geworden Kosmologie. Sie verkörpert Offenbarungswissen, demonstriert die Logik des Universums. In ihrem kombinatorischen Verfahren sind Gottesbeweis und Maschinenbau identisch, sie fallen zusammen, bilden keine Gegensätze. Mit ihr wird ein Feld eröffnet, das sich nicht durch Widersprüche strukturiert, sondern durch hemmungslose Kommunikation von anderweitig Getrenntem. Alles folgt hier ein und derselben Logik, einer Ars Combinatoria, die durch alle Bereiche geht. Sie durchmißt die gesamte Stufenleiter des Seins, von den Steinen, Pflanzen, Tieren, über Menschen, Himmel, Engel bis hinauf zu Gott und wieder hinab. So verbindet diese Logik Himmel und Erde, Asien und Europa, medizinischen und juristischen Körper, Musik und die Quadratur des Kreises etc. Diese Kombinatorik leistet also, was der Mythos älteren Kulturen bot: die Verknüpfung von allem mit allem. So entstehen Netzwerke, als deren ältester Programmierer sich Raimundus Lullus erweist. Seine Ars Magna liefert uns die Basis-Algorithmen, seine Tafeln geben uns den Code des Universums. Hierin berührt er sich mit einer Theorie des Universums als "big computer", wie kein Geringerer als Konrad Zuse sie in unseren Tagen vorgekegt hat. Lullus war der erste Hacker in den himmlischen Datenbanken.
