Abstract

Man hat sich darin gefallen, das Wort vom 'mündigen Bürger' zu prägen. Aber wie mündig ist dieser Bürger wirklich? Will man ihm gar nur suggerieren, er wäre es? Eines der Merkmale der Mündigkeit ist sicher die Fähigkeit der selbständigen Meinungsbildung, läßt sich doch nur aus ihr die geforderte Eigenverantwortlichkeit ableiten. Meinung - Bildung, ein Spannungsfeld von mehr als intellektuellem Reiz. Wie entsteht in der modernen Industriegesellschaft Meinung, wie kommt es zur Bildung - zur Meinungsbildung? Wohl zu keiner Zeit wurden die Menschen umfassender informiert als in unseren Tagen. Aber die Mehrinformation ist vorwiegend quantitativer Natur. Die Qualität hat sich der Informierte selbst zu bilden, eine Forderung, die nur schwer erfüllbar erscheint. Denn das Mehr an Information bringt kein besseres Verständnis der Wirklichkeit, keine vernünftigeren Urteile und besseres Handeln, sondern vor allem mehr Selbsttäuschung und Verrücktheit. Die Aufklärung forderte einst, man solle sich seines Verstandes ohne fremde Leitung bedienen. Aber in unserer Zeit wurden die Massenmedien zu Mitteln der Fernsteuerung des Verstandes und verhindern dessen selbständigen Gebrauch. Wir müssen endlich die Mauer des Schweigens durchbrechen und öffentlich darüber sprechen, wie die Bürger im Zustand der Unmündigkeit gehalten werden, wie eine Scheinrationalität erzeugt wird, welche die meist unverstandene komplexe Welt mit inquisitorischem Pathos anklagt. Es gilt, Wege zu finden, auf denen die Informationsquellen Orientierungshilfe bieten, statt semantischen Betrugs. Obwohl das Bewußtsein des menschen der Komplexität seiner Welt nicht gewachsen ist, muß er sich trotzdem ständig verhalten: Woher nimmt er die hierfür notwendigen Orientierungen? Hierauf gibt es nur eine einzige mögliche Antwort: Andere Menschen - teils früher lebende, teils gleichzeitig lebende - befanden sich schon in ähnlichen Situationen und waren hierbei ebenso gezwungen, sich irgendwir zu verhalten. So kann die informationelle Unzulänglichkeit des Menschen durch fremde Erfahrung überwunden oder gemildert werden
