Abstract
Die Globalisierung der Märkte macht die Fähigkeit einzelner Länder, mit Informationen umzugehen, zu einem gewichtigen Faktor ihrer Wettbewerbsfähigkeit. Die Länder müssen sich Informationen zugänglich machen, sie erzeugen, kanalisieren und effektiv nutzen. Den neuen Informations- und Kommunikationstechnologien - insbesondere Internet und Online-Diensten - kommen hierbei besondere Bedeutung zu
