Presents a cost benefit analysis emphasizing the value of a library projecting the use of information and libraries. Discusses the efforts of Dr. S.R. Ranganathan and others in promoting library legislation in India. Highlights the significant contributions of West bengal. Describes some specific develoments, including: the document on National Policy on Library and Information system lying with the Government of India unattended since 1986. Stresses the need to review the plan and policy documents in the light of dynamic changes taking place in emerging information and communication technologies
