Abstract
Nehmen wir an, die in den letzten Jahren vielfältig vorgetragene These trifft zu, die modernen Industrienationen strebten auf einen Zustand hin oder befänden sich schon dort, der sich mit dem Begriff "Wissensgesellschaft` bezeichnen ließe; dann erscheint es sicher sinnvoll darüber nachzudenken, ob und wie die gesellschaftlichen Institutionen, die unter anderen Annahmen und Funktionszusammenhängen entstanden sind, auf diesen neuen Zustand hin auszurichten wären. In dem vorliegenden Text geht es um die Sozialpolitik, das heißt um die politische Bearbeitung als "sozial" verstandener Lebensrisiken und -chancen. Wie müßte sich Sozialpolitik ändern, wenn die Diagnose einer Wissensgesellschaft zutrifft? Die leitende Annahme dieses Beitrags besteht darin, daß unter den Bedingungen einer stärker wissensbasierten Ökonomie und einer immer deutlicher vom Wissen bestimmten Gesellschaft die Legitimierung von Einkommensströmen verändert werden wird - und zwar in Richtung eines universalen sozialen Grundrechts auf ein Grundeinkommen für alle Bürger, unabhängig von ihrer Leistung, abhängig allein in seiner Höhe von Statusmerkmalen wie Alter oder Familienstand. Historisch wäre das ein großer Schritt, eine Art Transformation der kapitalistischen Ökonomie (vgl. Parijs 1995). Erst mit der Aufklärung und vor allem der Durchsetzung des Kapitalismus wurden Formen einer Arbeitsund Leistungsethik populär, die den klassischen und über lange Zeit dominierenden Formen des Eigentumserwerbs - nämlich Raub (einschließlich herrschaftlicher, feudaler Eigentumszwangsübertragung), Vererbung und Gewinn - eine neue, zumal mit Verallgemeinerung der Geldwirtschaft erst für jeden mögliche Form hinzustellten: die Einkommenserzielung durch Arbeit auf dem Arbeitsmarkt. Das gab es auch schon früher - auch in den antiken Sklavenwirtschaften gab es Lohnarbeitsformen -, war aber hinsichtlich der volkswirtschaftlichen Bedeutung mit heute nicht vergleichbar (vgl. Kocka/Offe 2000). Die (deutsche) Sozialpolitik folgte dieser "erwerbszentrierten" Logik lange Zeit recht ungebrochen und verteilte (zumindest Geld-)Leistungen im Anschluß an Erwerbseinkommen. Angenommen werden kann nun, daß sich diese wohlfahrtskapitalistischen Leitprinzipien von Eigentums- bzw. Einkommenserwerb unter den Bedingungen einer Wissensgesellschaft ändern, weil sich gesellschaftliche Form und Stellenwert der Arbeit ändern und weil sich die Gesellschaft selbst ändert.
