Abstract

In der Diskussion um die sozialen Konsequenzen der Informationsgesellschaft wird immer wieder auf die Wissenskluft-Perspektive verwiesen. Damit werden optimistische Zukunftsszenarien wie beispielsweise jene von Bill Gates oder Esther Dyson in Frage gestellt, welche davon ausgehen, daß die Informationsgesellschaft automatisch auch die informierte Gesellschaft aller bedeute. Gerade umgekehrt zeigen sich Pessimisten besorgt: Sie befürchten eine wachsende digitale Kluft von wirtschaftlicher und gesellschaftspolitischer Brisanz, d. h. eine soziale Kluft zwischen den Informationsreichen und den Informationsarmen ohne Zugang zu Computer und Internet bzw. zwischen "Usern" und "Losern".s Oder konkret als spekulative Zukunftsprognose formuliert: "Mit dem Internet droht sich die Gesellschaft in zwei Klassen zu spalten: die Informationselite und die Nichtvernetzten". Allerdings wird in den politischen Debatten wie auch im Mediendiskurs meist kein Bezug genommen, und zwar weder zum theoretischen Hintergrund der vielbeschworenen Wissenskluft-Hypothese noch zu konkreten empirischen Daten. Dabei fehlt es nämlich nicht nur an einer soliden Datenbasis, welche beispielsweise die Vorteile des Internetzugangs gegenüber der Nutzung traditioneller Medien konkret zu demonstrieren vermöchte. Vielmehr ist auch in theoretischer Hinsicht unklar, ob tatsächlich der bildungspolitisch zu sichernde Internetzugang für eine möglichst breite Bevölkerungsschicht der entscheidende Erfolgsfaktor sein wird. Oder ob letztlich die Frage des Zugangs zur Medien- bzw. Internet-Information gar nicht relevant ist, vielmehr umgekehrt der immer breitere Zugang und das dadurch immer größere verfügbare Informationsangebot gerade die Ursachen für das Entstehen von Informationseliten und neuen Wissensklüften durch das Internet sein werden. Der folgende Beitrag hat darum eine zweifache Zielsetzung. In einem ersten theoretischen Teil werden die Grundlagen und die Forschungsentwicklung der Wissenskluft-Perspektive und deren Implikationen in Bezug auf die OnlineKommunikation skizziert. Und im zweiten empirischen Teil werden sodann aufgrund von aktuellen Daten zur Internet-Nutzung aus der Schweiz ausschnitthaft einige der kontrovers diskutierten Fragen illustriert.
