Abstract
Die Diskussion um Regelwerks- und Formatablösung hat im ÖB-Bereich zwei Ausprägungen: eine bibliothekspolitische und eine fachlich/inhaltliche, wobei bisher überwiegend bibliothekspolitisch diskutiert wird, kaum fachlich/inhaltlich, denn nach derzeitigem Wissen eröffnet die Ablösung öffentlichen Bibliotheken keinerlei praktische Verbesserung in der täglichen Bibliotheksarbeit - ihre Arbeit findet nun einmal ausschließlich im nationalen Rahmen ohne jedwede internationale Verflechtung statt.

"Solche Maßnahmen sind in der derzeitigen finanziellen Situation den kommunalen Unterhaltsträgern nicht zu vermitteln, in dieser Situation geht es für viele Bibliotheken ums nackte Überleben. Und in dieser Situation fragt sich zunehmend auch das bibliothekarische Personal in welcher Breite und Tiefe Erschließung in der Zukunft noch stattfinden sollte: die Vermeidung einer Bibliotheksschließung hat allemal Vorrang vor einer Einführung von neuen Formaten und Regelwerken, es sei denn, diese ginge mit so enormen wirtschaftlichen Vorteilen einher, dass damit eine spürbare Entspannung der finanziellen und personellen Situation möglich würde. Die Diskussion ist auch deshalb überwiegend bibliothekspolitisch, weil sich nun für viele OB erstmals manifestiert, dass sich in den letzten Jahren - offenbar ohne es wahrgenommen zu haben - Macht- und Einflussstrukturen im deutschen Bibliothekswesen herausgebildet haben, für die der ÖB-Bereich nur eine nachgeordnete Rolle zu spielen scheint und die die existentiellen Nöte der ÖB negieren, indem sie ihnen einen Umstieg aufdrängen, der aus ÖB-Sicht nur den Charakter bibliothekarischer L'Art pour l'art hat. Ein gleichsam systemimmanentes, weil selbstverschuldetes Problem behindert zudem die Beschäftigung mit und Beurteilung der Zukunft der Erschließung in unseren Bibliotheken, denn die fachlich/inhaltliche Diskussion darüber lahmt, und das seit langem, weil in den letzten 20 Jahren der Stellenwert der Formal- und Sacherschließung in den OB kontinuierlich zurückgegangen ist. Die Zeiten, als Direktorinnen und Direktoren großer ÖB Koryphäen auf den Gebieten der formalen und sachlichen Erschließung waren, sind im grau der Bibliotheksgeschichte kaum noch auszumachen, deren Stellen sind heute von Bibliotheksmanagern eingenommen, für die Erschließung zwar nowendiger Bestandteil jeder Bibliotheksorganisation ist, aber ein nachgeordneter. Das auf eine schlichte formel gebrachte Credo lautet: Warum Erschließung, wir haben doch Computer, Datenverarbeitung und das Internet. Von vielen Fachleuten werden die dahinter liegenden komplexen Vorgänge der Aufbereitung von Informationen in leichtfertiger Weise negiert. All das rächt sich nun, wenn es darum geht, die auf dem Tisch liegenden Vorschläge für die Aufrüstung unserer Erschließung zu beurteilen."
