"Basisphilosophie. "Die Fachinformationspolitik in Deutschland hat sich immer als ein Politikbereich verstanden, in dem es um den Wirtschafts- und Wissenschaftsstandort, um Forschung und Entwicklung, die Beschleunigung des Innovationsprozesses und die Bereitstellung exzellenter Informationsinfrastrukturen geht. ... In einem hoch entwickelten Land wie Deutschland sind die modernen Informations- und Kommunikationstechnologien der Schlüssel, um Innovationen zur Steigerung von Wachstum, Wettbewerbsfähigkeit und Beschäftigung im Zeitalter einer vernetzten Welt zu nutzen. Entscheidende Faktoren für Innovationen sind das Wissen und die Kreativität der Menschen. Aktuelle Förderprogrammatik. Heute, 30 Jahre nach dem ersten Programm zur Förderung der Information und Dokumentation, gibt es "das luDProgramm" oder "das Fachinformationsprogramm" der Bundesregierung als alleiniges Förderinstrument nicht mehr. Grundlage der Förderung bilden heute mehrere Programme, in denen Maßnahmen zur Unterstützung der Fachinformation aufgegriffen werden. Dies mag man bedauern, hat aber den Vorteil, dass Informationsbereitstellung und Informationsvermittlung in den einzelnen Politikbereichen integriert gesehen werden und von unterschiedlichen Zielsetzungen her jeweils nutzerspezifisch zu diesen Bereichen beitragen kann. Grundlegende Aussagen und strategische Festlegungen finden sich in dem Positionspapier "Information vernetzen - Wissen aktivieren" des Bundesministeriums für Bildung und Forschung. Darüber hinausgehend sind allgemeine Fördermaßnahmen zur Verbesserung der wissenschaftlich-technischen Information im Masterplan "Informationsgesellschaft Deutschland 2006" und im Förderprogramm Informations- und Kommunikationstechnik "IT-Forschung 2006" festgelegt ... "
