Abstract

Das Internet soll in einem demokratischen Prozess dazu beitragen, eine globale und allen Menschen zugängliche Informationsgesellschaft aufzubauen. Dieses Ziel formulierte der UN-Informationsgipfel in Tunis.

Der digitale Graben zwischen Arm und Reich müsse zu einer digitalen Chance werden und eine ebenso harmonische wie gerechte Entwicklung sichern. Diese Absicht hat der zweite Informationsgipfel der Vereinten Nationen in einer 122 Punkte umfassenden "Tunis-Agenda" formuliert, über die die mehr als 170 Teilnehmerländer noch am Freitag abstimmen wollten. Den Kern machen zwei Vorstöße aus, die von den USA beherrschte Verwaltung und Kontrolle des Internets unter UN-Führung "multilateraler" zu machen. UN-Generalsekretär Kofi Annan soll das in zähen Verhandlungen vereinbarte internationale Forum zur Diskussion der Internet-Politik im Frühjahr "in einem offenen und alle einschließenden Verfahren" einberufen. Diesem Gremium hatten die USA nur zugestimmt, weil es kein Aufsichtsrecht hat und sich nicht in technische Fragen und den täglichen Betrieb einmischt. Allgemein soll der UN-Generalsekretär einen internationalen "Prozess der verbesserten Zusammenarbeit" mit allen wichtigen Organisationen aufnehmen. Die "Tunis-Agenda für die Informationsgesellschaft", stärkt zudem das Recht eines Landes, die Top-Domainen (wie xxx.de) ohne Einmischung von außen festzulegen: Nicht nur die Amerikaner sind zufrieden, weil sie nach ihrer Blockadedrohung die Hand auf dem Netz behalten und Übernahmeversuche von Staaten wie China und Iran abgewehrt haben. Die Europäer sowie der senegalesische Präsident Abdoulaye Wade werteten den Gipfel als Schritt zu mehr Demokratie und Transparenz im Netz. Der Informationsgipfel, der zweite nach einem Treffen 2003 in Genf, sollte dazu beitragen, den Weg zur globalen Kommunikation zu ebnen. Die Teilnehmerstaaten unterstrichen vor allem die Notwendigkeit, die so genannte Dritte Welt stärker an Entscheidungen zu beteiligen und ihnen finanziell zu helfen. Allerdings füllt sich der "digitale Solidaritätsfonds", den der senegalesische Präsident auf den Weg gebracht hat, um den Graben bei der Informationstechnologie zu schließen, nur langsam. In ihn wird allein freiwillig eingezahlt. Unter den Geldgebern mangelt es vor allem noch an Unternehmen. "Entwicklungshilfe allein kann das Problem nicht lösen, wir brauchen die Zusammenarbeit mit dem privaten Sektor", betonte Staatssekretär Bernd Pfaffenbach vom Bundeswirtschaftsministerium in Tunis.

ZIELE - Eine Grundsatzerklärung mit einer "gemeinsamen Vision der Informationsgesellschaft" und einen Aktionsplan hatten Vertreter von 175 Nationen in der ersten Phase des UN-Informationsgipfels 2003 beschlossen. Die Dokumente sind völkerrechtlichnicht verbindlich. Die wichtigsten Punkte: - Jeder Mensch weltweit soll l nformationen und Wissen schaffen, abrufen, nutzen und mit anderen teilen können. - Informationstechnik: Mehr als die Hälfte der Menschheit soll bis 2015 Zugang dazu haben. - Rundfunk: Bis 2015 soll die ganze Weltbevölkerung Zugang zu Radio und Fernsehen haben. - Bildung: Alle Lehrpläne der Grund- und Sekundärschulen sollen auf die Herausforderungen der Informationsgesellschaftausgerichtetwerden. - Sprachen: Essollen die technischen Voraussetzungen dafür geschaffen werden, die Präsenz aller Sprachen der Welt im lnternet zu fördern. - Das Potenzial der Informations- und Kommunikationstechnologien soll in den Dienst der Förderung der Entwicklungsziele der Millenniums-Erklärung gestellt werden. Dazuzählen die Beseitigung von Armut und Hunger. - Demokratie, Menschenrechte: Bekräftigt wird, dass Demokratie, nachhaltige Entwicklung, Achtung der Menschenrechte und Grundfreiheiten sowie eine gute Regierungs- und Verwaltungsführung einander bedingen. - Meinungsfreiheit: Das Recht auf freie Meinungsäußerung wird umfassend gewürdigt.
