Abstract

Deutschland hat bei der zentralisierten Corona-App dabei womöglich auf den falschen Ansatz gesetzt. Ohne Unterstützung von Google und Apple wird sie nur schlecht funktionieren - und genau daran fehlt es. Zentral oder dezentral - das ist gerade die entscheidende technische Frage, die in Sachen Corona-Tracing-App diskutiert wird. Deutschland und Frankreich setzen auf den zentralisierten Ansatz, doch das könnte nicht nur aus Datenschutzsicht die falsche Wahl sein. Bislang wenig beachtet wurde die Frage, wie stabil und zuverlässig eine solche App überhaupt funktionieren würde. Es spricht einiges dafür, dass ein dezentraler Ansatz, wie er zur Zeit in der Schweiz und Österreich verfolgt wird, besser funktionieren wird. Google und Apple wollen die App-Entwicklung unterstützen - aber nur dezentral. Die Idee bei den geplanten Apps ist in beiden Szenarien, dass Smartphones über eine Technik namens Bluetooth Low Energy miteinander kommunizieren. Damit eine solche App funktioniert, müsste sie permanent mit anderen Geräten in der Umgebung kommunizieren. Doch dabei gibt es eine Reihe von technischen Problemen.
