Abstract

The UK has produced 55% of all the world's significant innovations since world war 2. The efficacy of the UK information system is inhibited by the involvement of a hotchpotch of ministries, a national library with conflicting roles and a D.T.I. with too many ministers. Compares this with Japan where great value is placed on information and no justification is needed for information management expenditure. Performance monitoring of targets in the UK are financially based and so consider very narrow criteria. Covers studies by Ernst and Young on the Japanese information environment (1992); K.P.M.G. Management Consulting's study of information management and information for strategic information management in the UK (1990) and the study by Touche Ross of information management (1992). Discusses information environments and research productivity and the Faxon Institute's studies in scholarly and scientific communications
