    Abstract
Reference service exist to help the less adroit and the less skilled person find information and their fundamental value lies in equity of access to information. Voices concern about the new barriers to information and the restrictive practices arising out of pressures and resource limitations that may negatively influence the attitudes and library use patterns of children and young people for years to come. Abstract
Reference librarians and managers are increasingly well served by the literature on the evaluation of reference services and reference personnel. However, this literature can be intimidating without a way of organizing it and making it useful in specific situations. Outlines a model or a series of steps for the process of reference service evaluation, specially evaluation of reference question answering, citing literature that will be helpful at each step. Also briefly discusses the literature on evaluation of reference personnel
