    Recommends for libraries the use of some of the features of HTML 3.2 as the least expensive and sometimes the only feasible approach to making an existing database available on the Web, referring to the Scholarly Electronic Publishing Bibliography as an excellent illustration of what can be achieved. Describes how to apply HTML using the example of a Web prototype of an abstracting and indexing database of 12 volumes of 'Processes in Hawaii', created as part of a course in library and information science at the University of Hawaii. Explains the choosing of primary access points, linking, anchoring references to make the browser jump and show the exact section of the document where a name or term appears, and framing to retain displays simultaneously on the screen

    A detailed description of how to use Java applets and Common Gateway Interface (CGI)/Dynamic Link Library (DLL) programs for Web publication of textual databases. The advantages of Java applets include low cost, flexible and visually appealing search interfaces, and the ability to be embedded in HTML pages, eliminating the need for Internet service provider permissions for their use. Highlights the FindIt family of Java applets from DoubleOLogic as one of the best product lines in the category. CGI programs may be written in Perl, Java, or some other language, and like DLL programs, must be installed on the server side.     Abstract
    Confirms the accuracy of a prediction 4 years ago that the CD-ROM graphic interfaces then available would be rivalled in online. Many Web based services now outperform CD-ROM models and magazine pages often look better on the Web than on CD-ROM. Desirable, but not widely available, is the facility to download data from CD-ROM databases. The best CD-ROM authority and retrieval software packages with impressible capabilities remain expensive but there are reasonably priced alternatives for Web publishing and database searching, many of which are derived from CD-ROM originals. A new software development which allows replication of Web sites on CD-ROM will feature in articles in future issues of 'Information today'

Considers whether it is worth buying any white pages CD-ROM now that such information is freely available over the Internet. compares 3 versions of the white pages information based on American Business Information (ABI) data: American Directory Assistance (Http://www.lookupusa.com); InfoSpace (http://www.infospace.com); and the 7-disc CD-ROM database PhoneSearch 3.0.     Reviews Encyclopedia Britannica Online ($80) from Britannica, and Encarta Concise Encyclopedia (free) from Microsoft. Britannica has more than 12.000 illustrations of high quality, excellent maps, and 60 multimedia elements including sound, video, and animation. It could be improved by enabling illustrations to be used as filtering criteria for searches, and the QuickTime multimedia format is too slow for the content. Encarta has 16.000 articles, 1.678 photographs, 408 dynamic maps, and a wealth of other features. There are no audio clips, collages, virtual tours, or panoramic views, and check boxes would be more convenient than radio buttons in the interface. Includes 2 screen displays
