    Abstract
    Reviews the career of Joseph H. Howard's career in cataloguing with particular reference to his achievements at the Library of Congress, including: the CONSER cooperative periodicals cataloguing scheme; implementation of NACO; development of minimal level cataloguing; increased cataloguing of foreign materials; the CIP project; and expanded availability of both Roman and Non Roman language MARC records
