    Abstract
Preparing individuals to be independent library users through bibliographic instruction in schools is essential to achieve the vision of future libraries in Singapore as expanding the nation's capacity to learn. Prior to the implementation of bibliographic instruction, school libraries should conduct strategic preparation activities in the areas of identifying programme needs, evaluating the collection, acquiring the resources, providing a budget, determining the bibliographic instruction curriculum, preparing for the technological infrastructure, scheduling of programmes and training of personnel. Discusses 3 of these aspects: evaluating the collection (using statistical analysis to identify key characteristics); preparing the technological infrastructure (computerization of the collection, providing Internet access); and determining the curriculum for bibliographic education (library orientation, library instruction on utilizing library resources, and formal courses on search strategy)
