    Abstract
    Examines why knowledge of user needs is not used to develop information systems, while aiming to identify the features of user needs which should be noted. Different types of information: operative, directive, supporting, state of the art, feedback, and private, place differnt demands on the system. Examines paradigms, conditions and methods used in studies of information needs and uses and factors which influence information seeking behaviour. Lists different methods for identifying information needs, with emphasis on Davis's 1987 strategy. Many variables make it difficult to determine information behaviour. Presents a contextual, explanatory model indicating factors influencing an individual's group's or organisation's information use. The factors are complex and change, and systems constructionmust thus be flexible.     Abstract
    To be able to penetrate the conditions for designing information systems it is relevant to start with definitions of what is information and what is an information system. The properties and purposes of information systems will thereafter be analysed in this paper by using metaphors and Miller's (1995) theory for living systems. Based on these analyses operative information systems and supportive information systems will be defined and dealt with in some detail. The conditions for these two different types of information systems will be stated. Thereby a foundation exits upon which analyses and conclusions can be made regarding the two rather distinctive types of information systems
