    Abstract
    CONSER's development is traced through four phases marked by revolutionary events and evolutionary processes. The first phase was the startup of operations, an already well-documented phase of CONSER. During Phase 2, the focus was on contributions made by allied projects and on adjusting to the advent of RLIN and AACR2. Phase 3 began when CONSER participants gained the ability to "authenticate" CONSER records for distribution by LC and to update LC records that had formerly been "locked" to all but LC staff. A planning retreat in November 1986 set the stage for the emerging Phase 4, a period of renewal aided by new organizational and membership structures and five goals supported by a strategic plan.

    Abstract
    Regina Romano Reynolds discusses her career in serials librarianship, particularly her roles as head of the National Serials Data Program at the Library of Congress and as a major participant in national and international revision of serials cataloging rules. Topics covered include the ISSN Network, AACR2 revision to accommodate seriality, international harmonization of cataloging rules and standards, the value of library catalogs in the world of information, effective communication, "metaloging," and changes in cataloging practice that Reynolds would like to see, especially with regard to cataloging taking "a less parochial view."

    Abstract
    Presents an overview of the ISSN (International Standard Serial Number) in relation to current cataloging codes and evolving metadata standards. Covers the evolution and development of ISSN as a serials identifier; harmonization efforts with AACR2; the functions of identifiers in the electronic age; and the ISSN as a solution to current concerns in areas such as identification of serials and continuing resources, check-in, and obtaining metadata for electronic resources. Issues surrounding multiple manifestations and linking are also discussed. The National Serials Data Program functions as the official ISSN Center in the United States. As such, it works closely with the publishing community in assigning 5,000 to 6,000 ISSN numbers per year to American serials. The ISSN has the potential for identifying and providing access to serials and, in the near future, to many continuing resources as well.
