Abstract: Die Informationstechnik (IT) ist für die Bundesregierung neben der Gentechnik der aktuell wichtigste Bereich staatlicher Forschungsförderung in der Bundesrepublik. Um auf diese 'strategische Herausforderung für die staatliche Forschungspolitik' angemessen zu reagiern, hat sie mit dem Petersberger Kreis und dem Rat für Forschung, Technologie und Innovation zwei handverlesene Kreise vornehmlich aus Politik und Wirtschaft damit beauftragt, Handlungsempfehlungen zu erarbeiten. Als Nachfolger des 1996 ausgelaufenen 'Förderprogramms Informationstechnik 1993-1996' bereitete die Bundesregierung das Konzept 'Innovationen für die Informationsgesellschaft 1997-2000' vor
