- Abstract
- Daß die Computernetze in den USA ihre Wuzeln unter anderem in den Grass-Roots-Initiativen haben, ist bekannt. Weniger bekannt ist, daß das Projekt der Clinton/Gore-Regierung zur Schaffung einer Informations-Infrastruktur auch von aktiven Bürger-Initiativen kritisch-konstruktiv begleitet und beeinflußt wird. Während in Deutschland die Weichen für die zukünftige Mediengesellschaft hinter verschlossenen Türen gestellt werden, ist dies in den USA ein offener Prozeß. Dabei ist die zentrale Frage, wie eine Grundversorgung der Bevölkerung mit Information sichergestellt werden kann
