    Abstract
    Seit 1983 gibt es die Arbeitsgemeinschaft Informationsvermittlung (AGI). Die AGI-Information Management Consultants, vorneweg Manfred Hauer, sind inzwischen ausgewiesene Spezialisten bei der Anwendung von Information Retrieval-Systemen. Seit 1994 bietet M. Hauer ein umfassendes Produkt an, das INFORMATION CENTER, das u.a. Elemente der Bibliotheksverwaltung, der Pressedokumentation, der Recherche, der Adreßverwaltung und des Publizierens miteinander verbindet. Durch den aktuellen Umstieg der Basis-Software, Lotus, auf die neue IBM-Suchmaschine GTR hat eine Betrachtung von INFORMATION CENTER besondere Relevanz, erreichen wir doch nunmehr einen Bereich, der von Informatikern und Beratern mit 'Knowledge Management' umschrieben wird. Damit wäre INFORMATION CENTER das erste deutsche Knowledge Management-Produkt auf einer umfassenden informationswissenschaftlichen Basis. Wird es einem solchen Anspruch gerecht?

    Abstract
    Die ursprüngliche Konzeption der Universaldienste zielt auf eine Grundversorgung mit Sprachtelefonen für jedermann zu erschwinglichen Preisen. Die Finanzierung von Universaldiensten ist im Rahmen der ordnungspolitischen Regelungen der Telekommunikation gesichert. Wir beschreiben die Konzeptionen des Universaldienstes in Deutschland, in der Europäischen Union sowie in den Vereinigten Staaten von Amerika. Die Informationsgesellschaft ist eine Wissensgesellschaft; d.h. das Wissen wird zu einer tragenden Ressource dieser neuen Gesellschaftsform. Gewisse Dienste mit Informationsinhalten werden in der Informationsgesellschaft deshalb zu Universaldiensten. Im Sinne einer dualen Informationsordnung wird zwischen inhaltlichen Universaldiensten (Dienste der informationellen Grundversorgung, z.B. elektronische Bibliothekskataloge, bibliographische Datenbanken) und kommerziellen Informationsdiensten (z.B. Dokumentlieferdienste, elektronische Volltexte) unterschieden, die jeweils von Bibliotheken und anderen Informationseinrichtungen angeboten werden.     Abstract
    Untersucht wird die Informations- und Bibliothekspolitik der Europäischen Union ab 1992, des Jahr des EG-Vertrages. Kurz eingegangen wird auf zurückliegende Programme: das Programm Impact 1, die Gründung der Information Market Observatory sowie das Programm Impact 2. Mit dem 'Weißbuch' der EG-Kommission (Ende 1993) beginnt eine neue Phase europäischer Informationspolitik, die den Aufbau der Informationsgesellschaft zur zentralen Aufgabe europäischer Politik erklärt. In der Folge entstehen der Bericht der Bangemann-Arbeitsgruppe sowie die Thesen der Europäischen Kommission zur Informationsgesellschaft, das vierte Rahmenprogramm für Forschung und Technologische Entwicklung, die 'Grünbücher' zur Liberalisierung der Telekommunikation, das Bibliotheks- und Informations-Engineering-Programm, das von der Europäischen Kommission veranstaltete Treffen der G7-Länder zur Informationsgesellschaft sowie das Programm Info2000. Welche Stellung hat der Bereich Archiv, Bibliothek, Information in der neuen europäischen Politik?
