Abstract: In the last decade, one of the most effective tools applied in combating the erosion of public trust in academic research has been an increased level of transparency in the peer review and editorial process. Publicly available publication ethics guidelines and policies are vital in creating a transparent process that prevents unethical research, publication misconduct, manipulation of the communication of research to practitioners, and the erosion of public trust. This study investigated how these unethical practices, specifically those coded as editorial misconduct, bring the authenticity and integrity of the library and information science academic research digital record into question. Employing a multi-layered approach, including key informant interviews, researchers determined the frequency and the content of ethical publishing policies and procedures in library and information science journals; exploring the ways the lack of, or nonadherence to these policies and procedures impacted library and information science researchers in instances of editorial misconduct.

Abstract

Gegenwärtig werden große Mengen ursprünglich analog vorliegender Publikationen digitalisiert, um den Benutzerzugriff über Datennetze zu vereinfachen. Gleichzeitig wachsen Menge und Heterogenität der originär in digitaler Form erscheinenden Veröffentlichungen weiter an. Mehr und mehr Zeitschriften, Hochschulschriften, Lehr- und Lernmaterialien, aber auch Bücher, werden online publiziert. Wissenschaftliche Arbeiten stehen teilweise überhaupt nicht mehr in gedruckter Form, sondern nur noch elektronisch zur Verfügung. Viele Autoren und wissenschaftliche Institutionen übernehmen mittlerweile selbst die Veröffentlichung und Verbreitung ihrer Publikationen. Und auch die Erscheinungsformen von Publikationen verändern sich und lösen sich teilweise sogar auf. Für alle am Publikationsprozess beteiligten Institutionen ergeben sich durch diese Veränderungen von Publikationsstrukturen und -formen neue Herausforderungen. So gewinnt für die Bibliotheken die Sammlung, Erschließung und Bereitstellung von Netzpublikationen sowie deren Langzeitarchivierung eine zunehmend stärkere Bedeutung. Als Netzpublikationen gelten alle Darstellungen in Schrift, Bild und Ton, die in öffentlichen Netzen zugänglich gemacht werden. Elektronische Zeitschriften, E-Books, Hochschulprüfungsarbeiten, Forschungsberichte, Kongressschriften und Lehrmaterialien gehören genauso dazu wie Digitalisate alter Drucke, Musikdateien oder Webseiten. Für die Information und Kommunikation in Wissenschaft und Forschung haben Netzpublikationen längst eine herausragende Bedeutung. Damit digitale Objekte zitierfähig sind, müssen sie jedoch auf Dauer - inhaltlich unverändert! - als Referenzen zur Verfügung stehen und trotz aller voraussichtlichen technischen und organisatorischen Veränderungen auch in der Zukunft noch zuverlässig auffindbar sein.

Abstract: Am 27. November 2007 veranstalteten die Deutsche Nationalbibliothek (DNB) und der AKEP des Verlegerausschusses des Börsenvereins des Deutschen Buchhandels eine Informationsveranstaltung und einen sich daran anschließenden Expertenworkshop zum Thema Netzpublikationen. Zunächst stand die Vermittlung von Fakten, u. a. zu Ablieferungsverfahren, rechtlichen Rahmenbedingungen und zur Pflichtablieferungsverordnung im Vordergrund. Im weiteren Verlauf des Tages wurde mit Fachleuten der Verlage, insbesondere aus dem Bereich Elektronisches Publizieren, über die Praxis innnerhalb der Verlage und die Auswirkungen der digitalen Pflichtexemplare diskutiert. Zu Veranstaltungsbeginn wurde bereits durch Matthias Ulmer (Ulmer Verlag, Verlegerausschuss im Börsenverein des Deutschen Buchhandels) deutlich, dass sich die Verlage Klarheit hinsichtlich des Ablieferungsverfahrens der elektronischen Pflichtexemplare wünschen, um diese in ihre Pläne zu E-Books im Jahr 2008 einbeziehen zu können. Das Ziel des Workshops bestand im Wesentlichen darin, einen Konsens bezüglich der gemeinsam getragenen Absprachen zu erzielen, die später einem erweiterten Kreis zugänglich gemacht werden sollen. Dies ist ein anspruchsvolles Ziel!

Abstract

Increased reliance on electronic resources requires examination of the roles of librarians in several key ways. This paper addresses the need for further research into three important areas of electronic publishing. How is the change to digital information sources affecting the scholarly work of college and university students? Previous research shows that students rely on Web and online resources and ask for less help from librarians. We do not know, however, how these changes will affect the learning and scholarly work of college and university students. Research is also needed to determine how the differences between separate article and full journal databases affect the way research is done. What are the implications for scholarship of decisions being made about what publishers publish and what librarians purchase? Finally, are librarians--as intermediaries to the search process--still necessary in a digital age? Online systems are designed to be used independently but that may not always yield the best results.

Abstract: Wissenschaftliche Fachverlage benötigen in einem wandlungs- und wettbewerbsintensiven Marktumfeld effiziente Content Management-Strategien. Tausende von jährlich weltweit neu erscheinenden Fachbüchern und derzeit rund 24.000 nach wissenschaftlichen Kriterien publizierte Zeitschriften mit rund 2,5 Millionen Fachbeiträgen unterstreichen den Bedarf an verlagsweiten Verwaltungslösungen. Online genutzte Manuskriptverwaltungslösungen wie Editorial Manager von Aries sind Teil dieser Content-Management-Strategien. Zunehmend gibt es in diesem Verlagssegment auch Bestrebungen, die Internet-basierte Softwareunterstützung über den nachgelagerten Herstellungs- und Verwertungsprozess auszudehnen.

Abstract

Es handelt sich um eine bibliometrische Untersuchung der Entwicklung der Open-Access-Verfügbarkeit wissenschaftlicher Zeitschriftenartikel in Deutschland, die im Zeitraum 2010-18 erschienen und im Web of Science indexiert sind. Ein besonderes Augenmerk der Analyse lag auf der Frage, ob und inwiefern sich die Open-Access-Profile der Universitäten und außeruniversitären Wissenschaftseinrichtungen in Deutschland voneinander unterscheiden.

This study investigates the development of open access (OA) to journal articles from authors affiliated with German universities and non-university research institutions in the period 2010-2018. Beyond determining the overall share of openly available articles, a systematic classification of distinct categories of OA publishing allowed us to identify different patterns of adoption of OA. Taking into account the particularities of the German research landscape, variations in terms of productivity, OA uptake and approaches to OA are examined at the meso-level and possible explanations are discussed. The development of the OA uptake is analysed for the different research sectors in Germany (universities, non-university research institutes of the Helmholtz Association, Fraunhofer Society, Max Planck Society, Leibniz Association, and government research agencies). Combining several data sources (incl. Web of Science, Unpaywall, an authority file of standardised German affiliation information, the ISSN-Gold-OA 3.0 list, and OpenDOAR), the study confirms the growth of the OA share mirroring the international trend reported in related studies. We found that 45% of all considered articles during the observed period were openly available at the time of analysis. Our findings show that subject-specific repositories are the most prevalent type of OA. However, the percentages for publication in fully OA journals and OA via institutional repositories show similarly steep increases. Enabling data-driven decision-making regarding the implementation of OA in Germany at the institutional level, the results of this study furthermore can serve as a baseline to assess the impact recent transformative agreements with major publishers will likely have on scholarly communication.
