    Abstract
    The bibliographic component of the United States Newspaper Program comprises cooperative efforts to locate and catalog the more than 300,000 newspapers published in the U.S. and its territories since colonial times, and to enter bibliographic and holdings information about those titles into the CONSER data base. The attempt to gain bibliographic control over existing newspaper collections, as well as the attempt to gather and organize previously uncollected materials, has required procedural adaptations determined by a unique set of working conditions. The scale of the program has required specificity of goals and objectives, satisfying standards for inclusion of records in the national serials data base while maintaining reasonable economies. This paper outlines some of the mechanisms put in place to achieve that balance.

    Abstract
    Reviews the organisation of the work of cataloguing standardisation in France and in standards published or in preparation. French standards follow IFLA reommendations on rules for bibliographic descriptions and headings. Standardisation of formats is less developed; however MARC is gaininig ground as a national exchange format, whilst USMARC is also used by university and public libraries. French policy on cataloguing standards aims both to promote international exchange of biblio-graphic recordswhile respecting national access requirements, and to simplify cataloguing by promoting the use of medium-level bibliographic records.

    Abstract
    Because rare book cataloging stresses the unique and characteristics of the species in special collections, it tends to be eclectic, chaotic even, in resisting standards and uniform description. Rare book librarians have therefore sought alternatives to AACR2 for bibliographic description at more detailed levels of control than this standard. Slowly a hierarchy of levels for the bibliographic control of books, manuscript and printed, is evolving which has a counterpart in archival control. As librarians choose appropriate levels of description for rare books and manuscripts, cost considerations must play their proper role. A survey of the major rare book and manuscript repositories in the U.S. and Canada provides comparative data for the cost of cataloging at levels higher than AACR2 and delineates other characteristics of RBSC operations for personnel, compensation, unit costs, backlogs, regional variance, standards in practice, accommodation of automation and networking, methods of providing intellectual access, and acquisition activities. This study discusses the concept of phased cataloging and collection management but suggests that current practices are not yet rationalized into an integrated system for the bibliographic control of rare books and archival control of manuscripts and records.

    Abstract
    The bibliographic phase of the Pennsylvania Newspaper Project (PaNP) is described in terms of organization and procedures. During the first year of the PaNP, cataloging at five sites distributed geographically throughout Pennsylvania was implemented. Overall project direction is provided at the State Library of Pennsylvania and CONSER authentication for Pennsylvania newspaper cataloging is performed at the University of Pittsburgh (Pitt). The article emphasizes activities at the University of Pittsburgh and documents procedures and recommendations by the staff at Pitt. Unique complexities of cataloging newspapers and recording holdings information are examined. An innovative system of profiling has been developed to allow for the inclusion, into OCLC, of the holdings of small repositories and private individuals.

    Abstract
    The decision by many libraries to adopt AACR2, freeze their catalogs, and initiate new catalogs raises several questions regarding connections of links between the catalogs. This paper examines the intended goal of catalogs, how the existence of more than one catalog affects such goals, and alternative methods of linking catalogs for names, subjects, and titles. In addition, recommendations are presented regarding the optimal method of linking catalogs and changes in organization, staffing, and costs are investigated.

    Abstract
    Traditional approaches to the concepts of "authorship" and "responsibility" of scientific and technical documents are examined in printed versions of selected abstracting services. The importance attributed to the work of the individual or the parent organization differs between discipline-oriented services developed for the most part by scientific and technical societies, and services announcing reports of government sponsored research developed by the U.S. Federal Government. These differences are linked to the contexts in which scientific and technical research are performed. Differences in approach which are apparent in printed sources may be obscured when databases are mounted for online searching and search vendors impose their own processing requirements on the bibliographic data.

    Abstract
    This paper presents one approach to the teaching of both the basic and advanced courses in cataloging. In addressing the basic course, short-term and long-term objectives of the course are identified for four categories of students-Cataloging Specialists, General/Special Librarians, Non-Cataloging Specialists and Non-Library Information Specialists. The philosophy underlying this mode of instruction places emphasis upon group interaction and making the course enjoyable for the student, thus increasing interest while imparting more information and better preparing the four groups of students for work in organizing information. Stress is placed upon student participation and the use of realistic situations to instruct and evaluate student performance.

    Abstract
    Libraries and museums are alike in collecting sources of information, whether print or nonprint items, sound recordings, or three-dimensional objects. The institutions also maintain records of their collections in files or systems which reflect the purpose of the collections. This article compares and contrasts museum registration and library cataloging procedures, suggesting that differences in records management result from philosophical and historical differences. It is suggested also that the competencies of library and information science may be applied to museum registration.

    Abstract
    A broad and diverse compendium of underutilized information is available in pamphlet format in the academic library. Its enhanced use is impeded by the lack of an effective means of catalog access. The traditional library practice of accessing pamphlets by a single subject heading assignment/arrangement greatly limits accessibility. The alternative of full cataloging regularly accorded books is generally provided only for selected pamphlets for reasons of cost. It is suggested that the provision of AACR2 first level of description may be a desirable and practical compromise between single subject assignment and full cataloging. The availability and ease of access to the information required for inclusion in cataloging of this type is examined based on a survey of pamphlets cataloged for the collections of the University Libraries at California State University, Northridge.

    Abstract
    Information on editions, printings, and dates is brought together to expedite decision making in an intriguing area of descriptive cataloging. Types of dates are differentiated, including publication date, date of release or transmittal, and legal deposit. Relevant AACR2 rules are listed, along with their rule interpretations, if any. A section of text expands on the definitions and contrasts LC practice and AACR2 rules. Six flow charts illustrate the logical processes involved in choosing a single date or using more than one. Straightforward and complex situations are illustrated with twelve examples.
