    Over the past few years, instruction libarians have witnessed a dramatic change in the complexity and volume of the online resources they must teach to students, faculty and collegues. OPACs, WWW, Gopher, electronic periodicals, CD-ROM local area networks, and the myriad remote databases residing on 1000s of servers located worldwide require sophisticated teaching centres where students can learn by hands on experience. Discusses the creation of 2 Electronic Library Education Centers (ELECs) at the University of Arizona to meet this challenge.     Abstract
    Reprts results of a survey, conducted by the CAVAL Reference Interest Group on AARNet and the Internet and WWW, the principal aim of which was to investigate the extent to which reference librarians in academic libraries use workshops available on the Internet. The survey, which involved 11 university libraires in Victoria, Australia, also covered: the extent and frequency of use of network facilities and services such as AARNet; library staff training in the use of the networks; expertise in the use of the networks; training given by reference librarians to academic staff and students; and other comments related to the Internet. Results indicated a great deal of Internet facilities by reference librarians in university libraries in Victoria, with the commonest services used being electronic mail, discussion lists, national and international library catalogues, and periodicals databases. There is increasing use of Gophers, either produced by home institutions or those of their institutions. A major problem identified was the amount of time needed to train Internet users. FTP, as a means of transferring computerized files from one computer to another, appears to be relatively little used

    Abstract
    Purpose - The purpose of this paper is to examine the question of whether modern digital information technologies damage their users' cognitive capacities in some way, and to speculate on how librarians should adapt their services as a consequence of the controversy surrounding this question. Design/methodology/approach - The paper reviews some recent literature on this subject, combined with an examination of the role played by technology, librarians and government in determining the nature of our society's response to problematic aspects of the use of digital, internet-based applications in education. Findings - The paper finds that highly differentiated and highly polemical attitudes to this subject mean that librarians have to acknowledge the existence of important challenges to the apparent consensus about the way information technologies should be used in education in Western societies. This has important consequences for the approach to collection building (the balance between digital versus print provision), for library building design, and for the value which should be placed on systematic information literacy teaching. The existence of such an important debate should also embolden information professionals to make their own insights into these issues more widely known. Research limitations/implications - Some of the findings in this paper are amenable to further development through practitioner-oriented research; however, the bulk of the content used for this paper is derived from the literature on this topic, so there is no original research data presented to back up the assertions made by the author. It is simply an account of a debate which has to be acknowledged by librarians. Practical implications - The implications of the issues under discussion in the paper are presented in clear practical terms, and the consequences for library management made explicit. Social implications - The clash between two different theories of learning and information provision is debated and the links with issues of government policy are explored. The social connections between education and wealth generation are brought into this debate. Originality/value - The paper provides a useful, up-to-date briefing on recent controversial issues in education, information management and socio-economic policy making.

    Abstract
    Every institution that offers Internet service should have an Acceptable Use Policy (AUP) in place before allowing access to its system in order to protect not only the institution itself, but also its Internet service provider. AUPs are difficult for librarians because they are fraught with intellectual freedom issues. All AUPs, however, regardless of institutional affiliation, should contain these 4 components: mission statement, service provider, clientele, and disclaimer. Discusses the issues which libraries must address in drawing up UAPs, including privacy, anonymity, user education and the consequences of AUP violation. All these issues should be discussed at length and decisions made before Internet access, especially electronic mail opportunities, is offered to staff and patrons

    Other recent works in this field include Marc Meola and Sam Stormont's 2002 "how to do it manual" for starting and operating live reference services, and Anne Grodzins Lipow's 2003 "handbook" for virtual reference librarians (Meola & Stormont, 2002; Lipow, 2003). As with Ronan's book, each of these is targeted toward librarians who are considering offering live interactive online reference services as part of a digital library presence. While Meola and Stormont provide extensive guidance an adapting chat services to specific staffing configurations and Lipow focuses more deeply an developing staff skills for the chat reference interaction, Ronan's book offers the most comprehensive overview for analyzing and selecting among chat reference software choices. Ronan's first two Chapters are focused an software choices. Chapter 1 describes "basic" software such as Internet Relay Chat (IRC), MOO, instant messaging, and Web-based chat, while Chapter 2 covers "advanced" options such as online distance education courseware and Web-based call center software. In Chapter 3, Ronan discusses the audience for chat reference services. Chapter 4 concerns the criteria for selecting "real time software" appropriate for the library and its users. Chapter 5 explores staffing models of all types, from recruitment of regular staff to work extra hours to outsourcing of chat reference work among vendors, consortia, and independent contractors.
