It is divided into seven sections as follows: authority management and subject headings tools; cataloging tools by type of materials; dictionaries, encyclopedias, and place names; listservs and workshops; software and vendors; technical service professional organizations; and journals and newsletters. Resources are arranged in alphabetical order under each topic. Selected cataloging tools are annotated. There is some overlap since a given web site can cover many tools.

    State of the art review of information retrieval systems, defined as systems retrieving documents a sopposed to numerical data. Explains the classic Cranfield studies that have served as a standard for retrieval testing since the 1960s and discusses the Cranfield model and its relevance based measures of retrieval effectiveness. Details sosme of the problems with the Cranfield instruments and issues of validity and reliability, generalizability, usefulness and basic concepts. Discusses the evaluation of the Internet search engines in light of the Cranfield model, noting the very real differences between batch systems (Cranfield) and interactive systems (Internet).     State of the art review exploring the problem of bibliographic citations to resources that exist only in electronic form where the cited items may no longer be locatable at the URL indicated. Notes that the Internet is currently in a state of near chaos in terms of access and organization, while searching, usually performed with word based search engines, is generally not adequate for the needs of most users. Reviews strategies used by librarians for cataloguing and classifying information resources on the Internet. Techniques used include: automatic classification projects and classified subject trees, like the BUBL Subject Tree; CyberDewey, and the WWW Virtual Library. Considers OPAC like library catalogues such as the UK's CATRIONA Project and OCLC's InterCat. Explores retrieval tools used with concept analysis and other non traditional proposals, which include some library expertise, usually the use of one of the major library classifications.     Abstract
    State of the art review of the Net (the global telecommunications network as a whole) and the Internet with particular reference to the development of a coherent policy for those uisng these telecommunications facilities. Policy issues discussed include: standards, intellectual property; encryption, rules for transborder data flow; and data privacy. Considers their implications for individuals as well as government and commercial institutions. The review is limited to English language publications and explores specific issues that affect the structure of government, the economy and society, as well as those involved in the design of the net and looks at comparative and international issues. Concludes that the development of policies for the net is made difficult by the many different bodies of law that apply, by the fact that the relevant technologies are new and changing because that technologies are new and rapidly changing and because the net is global.     Abstract
    The literature of the evaluation of Internet search engines is reviewed. Although there have been many studies, there has been little consistency in the way such studies have been carried out. This problem is exacerbated by the fact that recall is virtually impossible to calculate in the fast changing Internet environment, and therefore the traditional Cranfield type of evaluation is not usually possible. A variety of alternative evaluation methods has been suggested to overcome this difficulty. The authors recommend that a standardised set of tools is developed for the evaluation of web search engines so that, in future, comparisons can be made between search engines more effectively, and that variations in performance of any given search engine over time can be tracked. The paper itself does not provide such a standard set of tools, but it investigates the issues and makes preliminary recommendations of the types of tools needed

    Abstract
    The purpose of this essay is to identify and explore the dynamics of the literature associated with the Dublin Core Workshop Series. The essay opens by identifying the problems that the Dublin Core Workshop Series is addressing, the status of the Internet at the time of the first workshop, and the contributions each workshop has made to the ongoing discussion. The body of the essay describes the characteristics of the literature, highlights key documents, and identifies the major researchers. The essay closes with evaluation of the literary trends and considerations of future research directions. The essay concludes that a shift from a descriptive emphasis to a more empirical form of literature is about to take place. Future research questions are identified in the areas of satisfying searcher needs, the impact of surrogate descriptions on search engine performance, and the effectiveness of surrogate descriptions in authenticating Internet resources.
