    Abstract
    A summary of brain theory is given so far as it is contained within the framework of Localization Theory. Difficulties of this "conventional theory" are traced back to a specific deficiency: there is no way to express relations between active cells (as for instance their representing parts of the same object). A new theory is proposed to cure this deficiency. It introduces a new kind of dynamical control, termed synaptic modulation, according to which synapses switch between a conducting and a non- conducting state. The dynamics of this variable is controlled on a fast time scale by correlations in the temporal fine structure of cellular signals. Furthermore, conventional synaptic plasticity is replaced by a refined version. Synaptic modulation and plasticity form the basis for short-term and long-term memory, respectively. Signal correlations, shaped by the variable network, express structure and relationships within objects. In particular, the figure-ground problem may be solved in this way. Synaptic modulation introduces exibility into cerebral networks which is necessary to solve the invariance problem. Since momentarily useless connections are deactivated, interference between di erent memory traces can be reduced, and memory capacity increased, in comparison with conventional associative memory

    Abstract
    The frequency of non-informative titles of journal articles was assessed for two fields: library and information science and sociology. The percentage of non informative titles was 21% in the formaer and 15% in the latter. In both fields, the non-informative titles, were concentratein only a few journals. The non-informative titles in library science were derived mainly from non-research journals. IN sociology the reasons for non-informative titles may be more complex; some of these journals are highly cited. For the improvement of retrievaleffiency the adoption of a policy encouraging informative titles (as in journals of chemistry) is recommended.

    Abstract
    In reclassifying a Library and Information Science library from DDC to LC, an attempt was made to concentrate books with related subject headings on the shelf for maximum shelf retrieval even in cases where the Subject Authorities or C.I.P. assign them varying numbers. Most of the shelf concentration was achieved either by selecting a single number for a given heading and then classifying all books with the heading in that number or by replacing the standard LC number for a heading with one which placed it together with related books on the shelf.

    Abstract
    United States libraries use classification to provide subject browsing in open stacks. The DDC used by 85% of American libraries, is a theoretical, universal attempt to organize all knowledge. The LCC lacks intellectual consistency since it was based upon library warrant to organize materials in one collection. Many academic libraries use LCC because the Library of Congress' shared bibliographic records with the LCC call numbers reflect the collecting interests of academic libraries. LCC is more hospitable to change than DDC whoese phoenix schedules have encountered resistance throughout the world. Classification currently receives less attention than subject headings since United States librarians place great hope in the computer to resolve subject heading problems while remaining conservative about classification

    Abstract
    A survey of subject specialisation in UK university libraries was made in Apr 81. Replies were received in the form of letters, from which quotations are made liberally. The evolution of subjetc specialisation is traced and views on the term 'subject specialist' dexcribed. Each library is classified in 1 of 5 categories: functional, dual, hybrid, 3 tier, subject divisional, according to the form of subject specialisation (if any) practised. The range of functions commonly performed on a subject basis is considered. Factors which influence the adoption and implementation of subject specialisation are discussed. These include relations with library users, work satisfaction and promotion prospects, the availability of suitably qualified staff and the relevance of subject qualifications, tensions between subject and functional activities, and the significance of automation and economic considerations. Most of the reservations expressed about subject specialisation were practical rather than ideological

    Abstract
    Because classification of fiction has posed a dilemma for librarians for many years, the author conducted a survey of the classification practices of larger llibrary systems in the United States. The majority of libraries physically separate adult fiction from adult nonfiction. A large percentage of libraries use genre categorization to arrange a part of their fiction collection. The author concludes: "We now know what we are doing, but are we sure of the whys?"

    Since Oct 88 consumer advice has been available 2 agernoons a week in the library, provided by members of the Consumers Centre in Stuttgart, A self-service information system has been produced in 38 folders in such topics as insurance, market surveys and household equipment. Stocks are accommodated on separate shelves in the reading room. Communication is provided through monthly press announcements, advertisements in the adult education centre and a monthly magazine for consumers.
