    Abstract
Assessment tests and practical experiences have lead to design guidelines for hypertext systems. A library information system was tested twice by potential users. Presents guidelines with regards to user groups, browsing and navigation through the system, structure of the system, help functions and integration with other systems

    Abstract
There is a need for a knowledge based assessment approach to assessing database quality using a quantitative scoring system. Traces international studies in this field and describes Finnish studies carried out by the Finnish Society for Information Services into the quality of Finnish databases. The latter projects are evolving into a system of continuous monitoring. Describes a prototype for a metrics evaluation system QAD (Quality Assessment of Databases) being developed to carry this out

    Abstract
Assesses scholarly network periodicals from the reader's point of view. Reviews 7 subscription periodicals that are published primarily on the Internet with particular reference to: the nature of their contents, format, and policies. The review forms the basis of an assessment of the ease of use and usefulness of current network periodicals. While network periodicals present a number of problems, they have also begun to include features which offer readers an advantage over printed periodicals. Concludes with a brief discussion of requirements for future scholarly network periodicals

    Abstract
The project explored the ways in which the online catalogue contributes, or does not contribute to the success of library users. Key issues examined included: whether students are really getting appropriate assistance when using the online catalogue; the most common searching successes and failures observed for people using the online catalogue without staff assistance; and the effectiveness of online catalogue use by librarians providing reference assistance compared to other sources (reference books, electronic and printed indexes). Reviews relevant studies of online catalogues and reference success and describes the methodology and results of 3 different online catalogue studies: the Reference Assessment Survey; the online catalogue study of unassisted users; and the document availability study; all conducted at San José State University Library; California, using the Reference Transaction Assessment Instrument. Considers the implications of the results for reference practice and study methodology

    Abstract
At a time when competition for scarce resources is tougher than ever, policy makers, decision makers, and information specialists alike, can no longer be satisfied with general assumptions which describe the role of information in the achievement of individual, organizational and societal goals as being 'a critical resource'. An international project called 'Impact of the information on development' is carried out by the International Development Research Centre (IDRC, Canada) with a view to test suitable apporaches for the assessment of the benefits derived from all types of information activities in the devloping countries. This effort aims at assembling more solid evidence of the benefits associated with information. Presents the rationale for the project and its progress to date. Discusses the main features of the suggested problem and its progress to date. Discusses the main features of the suggested problem and constituency centred approach to impact assessment. Future developments,in the project call for the establishment of a decentralized research network. While the IDRC project has to be focused exclusively on developing countries, the issues raised are infact of universal significance. On the basis of the outcome of the project so far, attempts at presenting a review, from a personal perspective, of the many research questions related to the concepts of information and development, the impact of information and the methodological and practical constraints in its assessment

    Abstract
Considers whether relevance is an adequate criterion for retrieval system evaluation. Addresses this question by providing a brief review of the information retrieval literature and by presenting some empirical evidence collected in an earlier study concerning user's assessment of retrieval system performance. Identifies a total of 26 success dimensions through content analysis of 203 users' reasons for system success. The user's judgement of system performance is a multi-dimensional assessment. Although relevance is an important criterion, there are many other considerations affecting assessments of the system success. Discusses dimensions or categories of success related to as well as those not related to relevance. Compares the results from content analysis of verbal data with those from factor analysis of quantitative data. Discusses implications and future research

    Abstract
Reports 2 experiments that investigated the semantic distance model (SDM) of relevance assessment. In the 1st experiment graduate students of mathematics and economics assessed the relevance relationships between bibliographic records and hierarchies of terms composed of classification heading or help menu terms. The relevance assessments of the classification headings, but not the help menu terms, exhibited both a semantic distance effect and a semantic direction effect as predicted by the SDM. Topical subject expertise enhanced both these effects. The 2nd experiment investigates whether the poor performance of the help menu terms are an experimental design artifact reflecting the comparison of terse help terms with verbose classification headings. In the 2nd experiment the help menu terms were compared to a hierarchy of single word terms where they exhibited both a semantic distance and semantic direction effect

    Abstract
Predicting relevance of documents from citations is a common problem for information users. The study addresses the relevance prediction process and most specifically, what is viewed by the subject while using the citations. 2 kinds of protocols were collected while 11 subjects viewed 7 citations each. Eye fixations and eye movements between parts of citations were examined. Verbal reports from subjects during this process were used to explore the process of assessment
