    Examines copyright from an international perspective, looking at what constitutes copyright in different countries; the rights enjoyed by a copyright; owner; infringement by restricted acts; existing international and European treaties; electronic copyright and contracts; the definition of literary works; and fair dealing. Focuses in particular on the implications of electronic document delivery. Copyright law does not keep up with technical developments, making publishers nervous of the new technologies. In the light of the Follett Report the time seems right for a radical rethink, and the various parties involved should grasp this opportunity

    The history of user evaluation of reference service is traced and related to other methods of reference evaluation, including librarian self report of success, behavioral guidelines, and ubobtrusive observation. The evidence to be derived from presently available user evaluations is considered in the light of criteria for a reference evaluation instrument. The 2nd from ca. 1.600 AD to the present, omits the explosion of quantity and variety of information, but follows the main thread, in the light of psychology and logic. The view, although much clearer, is still controversial. Strong relations tie the origins of science with those of information science. The role of the latter will probably be enhanced as future civilizations become more closely dependent on classification of ideas and on science and technology

    Abstract
    Describes the development of reference services in public libraries and the importance of standards. Explains the need for proper marketing and systematic evaluation, both qualitative and quantitative. Analyses an unobtrusive telephone test of 15 libraries in the UK and gives the results of interviews with 455 users of 13 public reference libraries. Satisfactory results were obtained for straightforward questions but an occasional tendency towards flippancy by staff was highlighted. A further disquieting feature which came to light was the number of people who did not approach staff for help.

    Examines a simple model of an information retrieval technology, and uses this model to examine the optimal use of such a technology. If optimal behaviour is understood, then observed behaviour can be used to shed light on the user's objective function, and how a user's behaviour changes as the environment chamges can be analyzed for various specifications of the user's objective function.
