    Abstract
    Contemporary information systems, both the private and the commercially available ones, have often been blamed for their low effectiveness in terms of precision and recall, especially when they have reached considerable size with respect to file volume and use frequency (see, for example, Belkin, 1980; Blair, 1996, p.19; Desai, 1997; Drabenstott, 1996; Knorz, 1998). Saracevic (1989), after having reviewed the contemporary design of online subject access, calls "for radically different design principles and implementation" (p. 107). Van Rijsbergen (1990) writes: "The keywords approach with statistical techniques has reached its theoretical limit and further attempts for improvement are considered a waste of time" (p. 111). Lancaster (1992) deplores that very little really significant literature an subject indexing has been published in the last thirty or so years. In her preface to the Proceedings of the Sixth International Study Conference an Classification Research in 1997, Mcllwaine (1997) writes, "many were surprised to find that the problems with which they wrestle today are not greatly different from those that have been occupying the minds of specialists in the field for over a generation, and probably a great deal longer" (p. v).

    Abstract
    Language barrier is the major problem that people face in searching for, retrieving, and understanding multilingual collections on the Internet. This paper deals with query translation and document translation in a Chinese-English information retrieval system called MTIR. Bilingual dictionary and monolingual corpus-based approaches are adopted to select suitable tranlated query terms. A machine transliteration algorithm is introduced to resolve proper name searching. We consider several design issues for document translation, including which material is translated, what roles the HTML tags play in translation, what the tradeoff is between the speed performance and the translation performance, and what from the translated result is presented in. About 100.000 Web pages translated in the last 4 months of 1997 are used for quantitative study of online and real-time Web page translation

    Abstract
    I started my professional career in library and information science because of my great interest in knowledge organization. The more experience I gained in the profession, the more I realized how crucial it is to understand which organization would be best for each group of users. This in turn requires an understanding of how users seek information. And so now my focus is an studying information seeking and searching behavior. Throughout the relatively long course of changing my focus, I followed Pauline Cochrane's writings. Now I can say that she has been among the first to have a "user-centered approach" to knowledge organization, and she has used the term three years before it became a mainstream phrase. The following is a short discussion about the usercentered approach which was presented in a workshop in 1997.

    Abstract
    A main goal of recent studies in semantics is to integrate into conceptual structures the models of representation used in linguistics, logic, and/or artificial intelligence. A fundamental problem resides in the need to structure knowledge and then to check the validity of constructed representations. We propose associating logical properties with relationships by introducing the relationships into a typed and functional system of specifcations. This makes it possible to compare conceptual representations against the relationships established between the concepts. The mandatory condition to validate such a conceptual representation is consistency. The semantic system proposed is based an a structured set of semantic primitives-types, relations, and properties-based an a global model of language processing, Applicative and Cognitive Grammar (ACG) (Desc16s, 1990), and an extension of this model to terminology (Jouis & Mustafa 1995, 1996, 1997). The ACG postulates three levels of representation of languages, including a cognitive level. At this level, the meanings of lexical predicates are represented by semantic cognitive schemes. From this perspective, we propose a set of semantic concepts, which defines an organized system of meanings. Relations are part of a specification network based an a general terminological scheure (i.e., a coherent system of meanings of relations). In such a system, a specific relation may be characterized as to its: (1) functional type (the semantic type of arguments of the relation); (2) algebraic properties (reflexivity, symmetry, transitivity, etc.); and (3) combinatorial relations with other entities in the same context (for instance, the part of the text where a concept is defined).

    Abstract
    The Library of Congress, the National Library of Canada, and the British Library began discussing the harmonization of their respective MARC formats in 1994. The differences between USMARC and CAN/MARC were primarily in details rather than general specifications. Changes were made to CAN/MARC that eliminated many of the differences between CAN/MARC and the other two formats (USMARC and UKMARC). In addition, changes in USMARC that aligned USMARC and CAN/MARC were approved in 1997. The nature of the differences between UKMARC and CAN/MARC has necessitated a different process of harmonization. The differences between these two formats are many in extent, details, and approach to some requirements. Although total harmonization of USMARC-CAN/MARC with UKMARC is not feasible at this time, the British Library's program to add USMARC-CAN/MARC fields to UKMARC has increased the congruency of these formats. The National Library of Canada and the Library of Congress have begun to work on joint maintenance procedures and plan to have joint documentation.

    Abstract
    The past, present, and future development of AACR2 (Anglo-American Cataloguing Rules) is outlined with particular emphasis on the directions provided by the International Conference on the Principles and Future Development of AACR held in Toronto in October 1997. International cooperation as a significant element in the development and future of the code was highlighted. The Toronto conference, an invitational meeting attended by 65 cataloging experts, was undertaken by the Joint Steering Committee (JSC) as part of its ongoing mandate to respond to changing needs. Among the actions and recommendations resulting from the conference, the following were approved by JSC for immediate action: develop a mission statement for JSC; create a list of the principles of AACR2; pursue the recommendation that a logical analysis of the principles and structure on which AACR2 is based be undertaken; establish an AACR Web site; determine whether there are surveys on the use of AACR2 outside the Anglo-American community, and if no such survey exists, conduct such a survey; formulate the recommendations on serials endorsed during the conference and introduce them into the revision process; publicize and reaffirm JSC policies, procedures, activities, and the current process for submitting rule revision proposals; and solicit a proposal to revise rule 0.24. The international conference has helped JSC to develop a plan of action, which will test the applicability of AACR in current and future environments and balance the need for a sound and workable cataloging code with the cost of cataloging and change.

    Abstract
    Information retrieval (IR) research has developed considerably since the 1950's to include consideration of more cognitive, interactive and iterative processes during the interaction between humans and IR or Web systems (Ingwersen, 1992, 1996). Interactive search sessions by humans with IR systems have been depicted as interactive IR models (Saracevic, 1997). Human-IR system interaction is also modeled as taking place within the context of broader human information behavior (HIB) processes (Spink et al., 2002). Research into the human or cognitive (user modeling) aspects of IR is a growing body of research on user interactivity, task performance and measures for observing user interactivity. The task context and situational characteristics of users' searches and evaluation have also been identified as key elements in a user's interaction with an IR system (Cool and Spink, 2002; Vakkari, 2003). Major theorized interactive IR models have been proposed relating to the single search episode, including Ingwersen's (1992,1996) Cognitive Model of IR Interaction, Belkin et al.'s (1995) Episodic Interaction Model, and Saracevic's (1996,1997) Stratified Model of IR Interaction. In this chapter we examine Saracevic's Stratified Model of IR Interaction and extend the model within the framework of cognitive IR (CIR) to depict CIR as a multitasking process. This chapter provides a new direction for CIR research by conceptualizing IR with a multitasking context. The next section of the chapter defines the concept of multitasking in the cognitive sciences and Section 3 discusses the emerging understanding of multitasking information behavior. In Section 4, cognitive IR is depicted within a multitasking framework using Saracevic's (1996, 1997) Stratified Model of IR Interaction. In Section 5, we link information searching and seeking models together, via Saracevic's Stratified Model of IR Interaction, but starting with a unitask model of HIB. We begin to model multitasking in cognitive IR in Section 6. In Sections 7 and 8, we increase the complexity of our developing multitasking model of cognitive IR by adding coordinating mechanisms, including feedback loops. Finally, in Section 9, we conclude the chapter and indicate future directions for further research.

This compilation has been divided into four sections: historical introduction, compilation of several definitions about knowledge and its management, impacts of knowledge management (KM) an information professionals and, review of information technologies as tools for knowledge management. The aim of this book is to provide "a succinct overview of various aspects of knowledge management, particularly in companies" (p. v). Each chapter focuses an a dominant text in a specific area. Most of the quoted authors are known consultants in KM. Each chapter is similarly handled: a review of a dominant book, some subject matter from a few other consultants and, last but not least, comments an a few broadly cited cases. Each chapter is uneven with regards to the level of detail provided, and ending summaries, which would have been useful, are missing. The book is structured in two parts containing five chapters each. The first part is theoretical, the second deals with knowledge workers and technologies. Haravu begins the first chapter with a historical overview of information and knowledge management (IKM) essentially based an the review previously made by Drucker (1999). Haravu emphasises the major facts and events of the discipline from the industrial revolution up to the advent of the knowledge economy. On the whole, this book is largely technology-oriented. The lecturer presents micro-economic factors contributing to the economic perspective of knowledge management, focusing an the existing explicit knowledge. This is Haravu's prevailing perspective. He then offers a compilation of definitions from Allee (1997) and Sveiby (1997), both known for their contribution in the area of knowledge evaluation. As many others, Haravu confirms his assumption regarding the distinction between information and knowledge, and the knowledge categories: explicit and tacit, both actions oriented and supported by rules (p. 43). The SECI model (Nonaka & Takeuchi, 1995), also known as "knowledge conversion spiral" is described briefly, and the theoretically relational dimension between individual and collectivities is explained. Three SECI linked concepts appear to be missing: contexts in movement, intellectual assets and leadership.
    Haravu makes a rather original analogy with Ranganathan's theory of "spiral of subjects development". This will be of particular interest for those working in knowledge organisation. The last third of this chapter covers the Allee's "Knowledge Complexity Framework", defining the Knowledge Archetype, the learning and performance framework, and twelve principles of knowledge management (p. 55-66). In the third chapter, Haravu describes at first and extensively KM interdisciplinary features and its contributive disciplines (and technologies): cognitive science, expert systems, artificial intelligence, knowledge-based systems, computer-supported collaborative work, library and information science, technical writing, document management, decision support systems, semantic networks, relational and object databases, Simulation and organisational science. This combination of disciplines and technologies is aligned with the systematic approach chosen in the first chapter. After a combined definition of knowledge management (Malhotra, 1998; Sveiby, 1997), Haravu surveys three specific approaches of the knowledge economic perspective: core-competency (Godbout, 1998), leveraging and managing intangible assets (Sveiby, 1997), and expanding an organisationas capacity to learn and share knowledge (Allee, 1997). Then, he describes again Sveiby's and Allee's frameworks, largely borrowing from the Sveiby's "six KM strategies" (p. 101). For each approach, he summarizes a case study from the reviewed authors. The final section section is a summary of broadly cited case studies (Buchman Laboratories and Hoffman-Laroche). On a practical basis, Haravu underlines the Impacts of KM practices an knowledge workers, particularly information professionals. The major activity of information professionals is adding value to information: filtering, validating, analysing, synthesising, presenting and prevading facilities to access and use. Leadership in knowledge management processes is rapidly detailed. At the end of this chapter, the author describes information professionals' core competencies required in organisational knowledge management and refer to the Andersen Consulting and Chevron's cases. From this perspective, new collaborative roles in KM for information professionals are omitted.
