    Abstract
    We provide a model for the reception of knowledge from externalized information sources. The model is based on a cognitive understanding of information processing and draws up ideas of an exchange of information in communication processes. Karl Popper's three-world theory with its orientation on falsifiable scientific knowledge is extended by John Searle's concept of collective intentionality. This allows a consistent description of externalization and reception of knowledge including scientific knowledge as well as everyday knowledge.

    Abstract
    The paper discusses and analyzes the notion of information quality in terms of a pragmatic philosophy of language. It is argued that the notion of information quality is of great importance, and needs to be situated better within a sound philosophy of information to help frame information quality in a broader conceptual light. It is found that much research on information quality conceptualizes information quality as either an inherent property of the information itself, or as an individual mental construct of the users. The notion of information quality is often not situated within a philosophy of information. This paper outlines a conceptual framework in which information is regarded as a semiotic sign, and extends that notion with Paul Grice's pragmatic philosophy of language to provide a conversational notion of information quality that is contextual and tied to the notion of meaning.

    Abstract
    A clear line of argument can be set out to link the (passive) intellectual freedom rights offered by Article Nineteen of the United Nations' Universal Declaration on Human Rights, to a consequent responsibility on governments, professionals and civil society activists for the (active) creation of suitable conditions for the effective exercise of intellectual freedom. Commentators on media in society and socially responsible computing are also increasingly drawing conclusions of this kind and stressing the importance of Media Literacy and Computer Literacy. This line of argument naturally directs attention towards the rationale currently offered for Information Literacy as a focus of professional activity. Whilst there are many elaborately worked-out programmes for Information Literacy instruction, these have so far been largely derived from practical perceptions of need. However, broad statements such as the Prague Declaration 'Towards an Information Literate Society' of 2003 and the Alexandria Proclamation of 2005 can be seen as beginning to point towards a rationale for Information Literacy activities rooted in human rights, Article Nineteen in particular. The contention is that starting from a human rights perspective leads towards a strong, inclusive interpretation of Information Literacy. This subsumes Media Literacy, Computer Literacy, Web Literacy and, to a considerable extent, Civic Literacy into a model that serves human needs rather than the established priorities of information professionals. The value of this approach for both practice and research is stressed.

    Abstract
    Purpose The purpose of this paper is to propose an appropriate symbolic representation, as well as its metaphorical interpretation, to illustrate the special role of information in the knowledge acquisition process. Design/methodology/approach Besides the literature review, this is a speculative study based on a symbolic and metaphorical point of view. Findings The proposed symbolic representation was derived from the conceptual designation of information "as a flow" and, accordingly, by the corresponding redrawing of the data-information-knowledge-wisdom (DIKW) pyramid. The knowledge acquisition process is symbolically represented by the growth of a "tree of knowledge" which is planted on a "data earth," filled with "information sap" and lit by the rays of the "sun of the mind," a new symbol of the concept of wisdom in the DIKW model. As indicated, a key concept of this metaphorical interpretation is the role of "information sap" which rises from the roots of the "tree of knowledge" to the top of the tree and it is recognized as an invisible link between "world of data" and "world of knowledge." This concept is also proposed as a new symbolic representation of the DIKW model. Originality/value On the basis of specific symbolic-metaphorical representation, this paper provides a relatively new concept of information which may help bridge observed gaps in the understanding of information in various scientific fields, as well as in its understanding as an objective or subjective phenomenon.

    Abstract
    This article reviews results from a research project designed to understand the mediating influence of information technology on information behavior. During the analysis of the data, five modes of information behavior were uncovered. These provide us with a reconceptualization of core information-seeking and search activities, as well as a fruitful opening to redevelop, augment, or complement existing models of information behavior. The findings resonate with emerging theories of decision making and judgement and illustrate the need for information behavior researchers to undertake research in differing contexts. The work illuminates an issue of current concern for public policy: police use of information in decision making.

    Abstract
    Purpose - The purpose of this paper is to show that uncertainty may be caused not only by a knowledge gap in the mind of a user with respect to a given subject or topic, but also by the various complexities associated with the information seeking and retrieval (IS&R) process in a digital environment. Design/methodology/approach - Both quantitative and qualitative studies were conducted to collect data from users in the higher education sector regarding whether or not they experienced uncertainty in relation to the IS&R process. Analysis: a correlation analysis was undertaken to establish whether there were any relationships between information-seeking activities and information-seeking problems. Findings - The findings of this research show that uncertainty existed at different stages of the IS&R process amongst users. It was established that uncertainty was caused by a number of information-seeking activities and information-seeking problems, and that such uncertainty could continue over the course of successive search sessions, leading to the proposal of a new model of uncertainty. Research limitations/implications - The proposed model of uncertainty should contribute to a better understanding of the issues related to IS&R in a digital environment. Practical implications - A number of benefits could be realised in systems design from the application of this model in terms of reducing the negative impact of uncertainty, while at the same time helping users to gain from the positive aspects of uncertainty in IS&R.
    Originality/value - The general consensus is that uncertainty is a mental state of users reflecting a gap in knowledge which triggers an IS&R process, and that the gap is reduced as relevant information is found, and thus that the uncertainty disappears as the search process concludes. However, in the present study it is argued that some form of uncertainty is always associated with some part of the IS&R process and that it also fluctuates throughout the IS&R process. Users may therefore feel uncertain at any stage of the IS&R process and this may be related to: the initial information need and expression of that need, the search process itself, including identification of relevant systems, services and resources; and the assessment of, and reaction to, the results produced by the search process. Uncertainty may be unresolved, or even increase, as the user progresses, often iteratively, through the IS&R process and may remain even after its completion, resulting in what may be called a persistent uncertainty. In other words, this research hypothesises that, in addition to the uncertainty that triggers the information search process (Wilson et al., 2000), users suffer from varying degrees of uncertainty at every stage of the information search and retrieval process, and that in turn, triggers different information-seeking behaviours.

    Why do some nations prosper while others do not? While economists often turn to measures like GDP or per-capita income to answer this question, interdisciplinary theorist Cesar Hidalgo argues that there is a better way to understand economic success. Instead of measuring the money a country makes, he proposes, we can learn more from measuring a country's ability to make complex products--in other words, the ability to turn an idea into an artifact and imagination into capital. In Why Information Grows, Hidalgo combines the seemingly disparate fields of economic development and physics to present this new rubric for economic growth. He argues that viewing development solely in terms of money and politics is too simplistic to provide a true understanding of national wealth. Rather, we should be investigating what makes some countries more capable than others. Complex products--from films to robots, apps to automobiles--are a physical distillation of an economy's knowledge, a measurable embodiment of the education, infrastructure, and capability of an economy.     Abstract
    This article presents an updated account of integrated information theory of consciousness (IIT) and some of its implications. IIT stems from thought experiments that lead to phenomenological axioms (existence, compositionality, information, integration, exclusion) and corresponding ontological postulates. The information axiom asserts that every experience is specific - it is what it is by differing in its particular way from a large repertoire of alternatives. The integration axiom asserts that each experience is unified - it cannot be reduced to independent components. The exclusion axiom asserts that every experience is definite - it is limited to particular things and not others and flows at a particular speed and resolution. IIT formalizes these intuitions with postulates. The information postulate states that only "differences that make a difference" from the intrinsic perspective of a system matter: a mechanism generates cause-effect information if its present state has selective past causes and selective future effects within a system. The integration postulate states that only information that is irreducible matters: mechanisms generate integrated information only to the extent that the information they generate cannot be partitioned into that generated within independent components. The exclusion postulate states that only maxima of integrated information matter: a mechanism specifies only one maximally irreducible set of past causes and future effects - a concept. A complex is a set of elements specifying a maximally irreducible constellation of concepts, where the maximum is evaluated over elements and at the optimal spatio-temporal scale. Its concepts specify a maximally integrated conceptual information structure or quale, which is identical with an experience. Finally, changes in information integration upon exposure to the environment reflect a system's ability to match the causal structure of the world. After introducing an updated definition of information integration and related quantities, the article presents some theoretical considerations about the relationship between information and causation and about the relational structure of concepts within a quale. It also explores the relationship between the temporal grain size of information integration and the dynamic of metastable states in the corticothalamic complex. Finally, it summarizes how IIT accounts for empirical findings about the neural substrate of consciousness, and how various aspects of phenomenology may in principle be addressed in terms of the geometry of information integration.

    Abstract
    This article proposes a theory of information need for information retrieval (IR). Information need traditionally denotes the start state for someone seeking information, which includes information search using an IR system. There are two perspectives on information need. The dominant, computer science perspective is that the user needs to find an answer to a well-defined question which is easy for the user to formulate into a query to the system. Ironically, information science's best known model of information need (Taylor, 1968) deems it to be a "black box"-unknowable and nonspecifiable by the user in a query to the information system. Information science has instead devoted itself to studying eight adjacent or surrogate concepts (information seeking, search and use; problem, problematic situation and task; sense making and evolutionary adaptation/information foraging). Based on an analysis of these eight adjacent/surrogate concepts, we create six testable propositions for a theory of information need. The central assumption of the theory is that while computer science sees IR as an information- or answer-finding system, focused on the user finding an answer, an information science or user-oriented theory of information need envisages a knowledge formulation/acquisition system.

    Abstract
    Starting this paper by discussing the nature of information, where it comes from and its uses, highlighting the importance of its characteristic to be the prime element in human development. It also refers to the ways in which we understand information, whether as a process or as a phenomenon and, therefore, emphasises its attributes as a means of accessing science, wisdom and the truth. Information as such does not have an identity of its own, it has to be upheld ... by an object, be it material or electronic. Here also it refers to its features, such as instability, inconsistency, perpetuity, etc. A new theory of knowledge is formulating, where information is taking as its paradigm, which is named "Informationisms" and it isan original idea of the author. The influence of information is studied as a prime element in human culture. Information is the first element in the development of the individual and, indeed, as well, in the development of humankind as a whole. It is giving us a general overview of the future influence of the different types of cultures, both humanistic and technological ones. The importance of information is so that it could become a factor in the human race annihilation from the Earth planet, but human beings have decided to transform their way of life and the direction in which their civilization should be conducted.

    Abstract
    Purpose - This paper aims to respond to Budd's discussion of meaning, truth and information by exploring the ontological framework prescribed by critical realism. Budd's thesis that information must be defined within the context of meaning and truth is challenged and the ontological priority of information is argued. Design/methodology/approach - Following a critique of Budd's conclusions, a "regional ontology" of information is discussed. The practical adequacy of this theory is demonstrated by applying it to information-seeking and meaning-making, as described by Dervin's Sense-Making Methodology (SMM). Finally, a case study is provided to illustrate the re-conceptualization and implications in future research applications. Findings - Information is a "thing" of ontological significance and which possesses truth and meaning as properties. Information may present as uninforming, incomprehensible, deceptive, nonsensical or sensical, depending on how the properties truth and meaning are expressed. Research limitations/implications - The main implication arising from this paper is that a definition of information is provided which permits application to situations of conflict or dissonance concerning information use. Abductive reasoning facilitates application of SMM to historically produced documents. Originality/value - The novelty of this paper lies in the analysis of information, truth and meaning according to a realist, emergentist ontology, and in the consequent application of Dervin's SMM to documents by abductive reasoning.

We found that a two-dimensional geometric model of social relationships, a "social space" framed by power and affiliation, predicted hippocampal activity. Moreover, participants who reported better social skills showed stronger covariance between hippocampal activity and "movement" through "social space." The results suggest that the hippocampus is crucial for social cognition, and imply that beyond framing physical locations, the hippocampus computes a more general, inclusive, abstract, and multidimensional cognitive map consistent with its role in episodic memory.].

    Abstract
    An intuitive understanding of information concerns the means by which knowledge is acquired. This notion corresponds to an instantiation of the complementary properties of 'being informative' and 'being informed'. It is in this intuitive sense that the term 'information' is used in many accounts of verbal communication and explicit learning. But the term is furthermore prominent in accounts of genetics, neurobiology and cognitive science, as well as in communications engineering, and computer sciences. In view of this transdisciplinary use of the word 'information', some theoreticians hope for a unified conception that would serve as a common denominator in interdisciplinary investigations. According to this promise, we would then be equipped with a singular conceptional grasp on physical and genetic structures, on neuronal patterns as well as on cognitive and communicative events. Unfortunately, a unified concept of information is far from being spelled out, since many of the disciplines mentioned above follow quite different approaches. Even in the context of 'information science' itself, extensive differences prevail on the notions of data, information and knowledge and their conceptual interconnections. But if we detect not a single but various conceptions of information, we should not expect a single but various theories of information - a point made by Claude Shannon long before the transdisciplinary implementation of his mathematical theory. When one or the other 'theory of information' gets implemented into theories of communication or learning, for example, these theories thereby inherit one particular conception of information.

    Abstract
    Since 2004, the authors have designed a proposal of paradigms for the Documentation-Information field, which starts from a comprehensive meaning of the concept and is based on identifying the presence of a custodial, cultural, historicist- and-humanist, and technicist paradigm that has shaped the professional activity, education, and public policies of the archival, librarian, and museologist universe from the early 1800s to the mid-20th century. It also includes pointin out the emergence of a new post-custodial, informational, and scientific paradigm, generated by the profound changes taking place worldwide and that are summarized in strong, yet too generic, expressions such as "information era" or "globalization." This paper characterizes the two paradigms proposed, highlighting their dominant traits and showing their operational relevance at the level of education, research, and professional practice.

    Abstract
    Purpose Using Michel Foucault's notion of heterotopia as a guide, the purpose of this paper is to explore the implications of considering the library as place, and specifically as a place that has the "curious property of being in relation with all the other sites, but in such a way as to suspect, neutralize, or invent the set of relations that they happen to designate, mirror, or reflect" (Foucault, 1986a, p. 24). Design/methodology/approach The paper draws upon a range of literary examples and from biographical accounts of authors such as Alan Bennett, Michel Foucault, and Umberto Eco to show how the library space operates as a heterotopia. Findings The paper finds that drawing together the constructs of heterotopia and serendipity can enrich the understanding of how libraries are experienced as sites of play, creativity, and adventure. Originality/value Foucault's concept of heterotopia is offered as an original and useful frame that can account for the range of experiences and associations uniquely attached to the library.

    Abstract
    Purpose Scholars in information science have recently become interested in "information experience," but it remains largely unclear why this research is important and how it fits within the broader disciplinary structure of information science. The purpose of this paper is to clarify this issue. Design/methodology/approach The discussion unfolds in the form of a philosophical dialogue between the Epistemologist, who represents the traditional and majority epistemological viewpoint of information science, and the Aestheticist, representing the emerging paradigm of experiential information inquiry. Findings A framework emerges that recognizes dual conceptualizations of truth (veritas and aletheia) and consequently information and knowledge (gnostic and pathic). The epistemic aim of understanding is revealed as the common ground between epistemology and aesthetics. Originality/value The value of studying human experiences of information is grounded in work spanning philosophy, psychology and a number of social science methodologies, and it is contextualized within information science generally. Moreover, the dialogic format of this paper presents an opportunity for disciplinary self-reflection and offers a touch of heart to the field.

    Abstract
    Purpose The purpose of this paper is to re-examine the proposal that Luciano Floridi's philosphy of information (PI) may be an appropriate conceptual foundation for the discipline of library and information science (LIS). Design/methodology/approach A selective literature review and analysis are carried out. Findings It is concluded that LIS is in need of a new conceptual framework, and that PI is appropriate for this purpose. Originality/value Floridi proposed a close relationship between PI and LIS more than a decade ago. Although various authors have addressed the aspects of this relationship since then, this is the first proposal from an LIS perspective that PI be adopted as a basis for LIS.
