    Abstract
    Die leitende Idee des in dieser Arbeit verfolgten Ansatzes besteht in der Verbindung von Poppers Drei-Welten-Lehre mit dem Programm des sogenannten 'methodischen Kulturalismus' (MK). In dieser Arbeit möchte ich das Potential des MK zur Klärung von Fragen zu den Popperschen Welten erkunden. Ich betrachte die Diskussion um die Erst-Person-Perspektive (1P) und ihr Verhältnis zur Dritt-Person-Perspektive (3P) als eine weitere wichtige Facette dieser Fragen. Ich möchte aufzeigen, dass ein Ansatz, wie ihn der MK verfolgt, erweitert um phänomenologische Analysen, die drei Welten Poppers teilweise präzisiert und teilweise in einem etwas anderen Licht erscheinen lässt. #Kultur #Erst-Person-Perspektive #1P #Dritt-Person-Perspektive #3P #Leib-Seele-Problematik

    Abstract
    The central problem with understanding brain and mind is the neural code issue: understanding the matter of our brain as basis for the phenomena of our mind. The richness with which our mind represents our environment, the parsimony of genetic data, the tremendous efficiency with which the brain learns from scant sensory input and the creativity with which our mind constructs mental worlds all speak in favor of mind as an emergent phenomenon. This raises the further issue of how the neural code supports these processes of organization. The central point of this communication is that the neural code has the form of structured net fragments that are formed by network self-organization, activate and de-activate on the functional time scale, and spontaneously combine to form larger nets with the same basic structure.

    Abstract
    Es ist wieder an der Zeit den Begriff "Information" zu aktualisieren beziehungsweise einen Bericht zum Status Quo zu liefern. Information ist der zentrale Gegenstand der Informationswissenschaft und stellt einen der wichtigsten Forschungsgegenstände der Bibliotheks- und Informationswissenschaft dar. Erstaunlicherweise findet jedoch ein stetiger Diskurs, der mit der kritischen Auseinandersetzung und der damit verbundenen Aktualisierung von Konzepten in den Geisteswissensschaften vergleichbar ist, zumindest im deutschsprachigen Raum1 nicht konstant statt. Im Sinne einer theoretischen Grundlagenforschung und zur Erarbeitung einer gemeinsamen begrifflichen Matrix wäre dies aber sicherlich wünschenswert. Bereits im letzten Jahr erschienen in dem von Søren Brier (Siehe "The foundation of LIS in information science and semiotics"2 sowie "Semiotics in Information Science. An Interview with Søren Brier on the application of semiotic theories and the epistemological problem of a transdisciplinary Information Science"3) herausgegebenen Journal "Cybernetics and Human Knowing" acht lesenswerte Stellungnahmen von namhaften Philosophen beziehungsweise Bibliotheks- und Informationswissenschaftlern zum Begriff der Information. Unglücklicherweise ist das Journal "Cybernetics & Human Knowing" in Deutschland schwer zugänglich, da es sich nicht um ein Open-Access-Journal handelt und lediglich von acht deutschen Bibliotheken abonniert wird.4 Aufgrund der schlechten Verfügbarkeit scheint es sinnvoll hier eine ausführliche Besprechung dieser acht Kurzartikel anzubieten.

    "Es gibt Daten, Informationen und Fakten. Wenn man mir eine Zahlenreihe vorsetzt, dann handelt es sich um Daten: unterscheidbare Einheiten, im Fachjargon: Items. Wenn man mir sagt, dass diese Items stündliche Temperaturangaben der Aare im Berner Marzilibad bedeuten, dann verfüge ich über Information - über interpretierte Daten. Wenn man mir sagt, dies seien die gemessenen Aaretemperaturen am 22. August 2016 im Marzili, dann ist das ein Faktum: empirisch geprüfte interpretierte Daten. Dieser Dreischritt - Unterscheiden, Interpretieren, Prüfen - bildet quasi das Bindemittel des Faktischen, «the matter of fact». Wir alle führen den Dreischritt ständig aus und gelangen so zu einem relativ verlässlichen Wissen und Urteilsvermögen betreffend die Dinge des Alltags. Aber wie schon die Kurzcharakterisierung durchblicken lässt, bilden Fakten nicht den Felsengrund der Realität. Sie sind kritikanfällig, sowohl von der Interpretation wie auch von der Prüfung her gesehen. Um bei unserem Beispiel zu bleiben: Es kann durchaus sein, dass man uns zwei unterschiedliche «faktische» Temperaturverläufe der Aare am 22. August 2016 vorsetzt.

    Abstract
    Purpose - The purpose of this paper is to explore the flood of information that is inundating us. This flood makes it increasingly difficult to make sense of the world and arrive at the correct interpretation of events. Design/methodology/approach - Classic narrative literature review applying the dosage metaphor to the growing problem of information overload. Findings - The seven elements of dosage - amount, frequency, sequencing, delivery systems, contraindications, interactions, and dysfunctions - are used to discuss four major coping mechanisms - escape, attention, delegation, and creative destruction - for dealing with the flood. Each of the coping mechanisms has different entailments for the dosage elements. Originality/value - This essay develops a guiding principle for thinking about how we should cope with this central problem of the information age: suggesting a minimalist approach that offers the hope of clarity in acting in an age that increasingly overwhelms us.

    Abstract
    This is the first volume in the tetralogy on the foundations of the philosophy of information. The reader interested in an introduction to its topics may find Information - A very Short Introduction helpful. The book fulfils three goals. The first is metatheoretical. The book describes what the philosophy of information is, its open problems, and its methods. The second goal is introductory. The book analyses the complex and diverse nature of informational concepts and phenomena, and defends the veridicality thesis and a theory of strongly semantic information. The third goal is constructive. The book tackles some classic philosophical questions in information-theoretical terms, such as how symbols acquire their semantics (the symbol-grounding problem), whether knowledge may be something different from justified true belief (the Gettier problem), or what kind of realism may be more plausible in philosophy of science (the debate on structural realism). The essential message is quite straightforward. Semantic information is well-formed, meaningful and truthful data; knowledge is relevant semantic information properly accounted for; humans are the only known semantic engines and conscious informational organisms who can develop a growing knowledge of reality; and reality is the totality of information (notice the crucial absence of "semantic").

    Abstract
    This article proposes a theory of information need for information retrieval (IR). Information need traditionally denotes the start state for someone seeking information, which includes information search using an IR system. There are two perspectives on information need. The dominant, computer science perspective is that the user needs to find an answer to a well-defined question which is easy for the user to formulate into a query to the system. Ironically, information science's best known model of information need (Taylor, 1968) deems it to be a "black box"-unknowable and nonspecifiable by the user in a query to the information system. Information science has instead devoted itself to studying eight adjacent or surrogate concepts (information seeking, search and use; problem, problematic situation and task; sense making and evolutionary adaptation/information foraging). Based on an analysis of these eight adjacent/surrogate concepts, we create six testable propositions for a theory of information need. The central assumption of the theory is that while computer science sees IR as an information- or answer-finding system, focused on the user finding an answer, an information science or user-oriented theory of information need envisages a knowledge formulation/acquisition system.

    Abstract
    What we consider to be the influence of philosophy on scientific thinking largely depends on how science perceives itself. The understanding and conscious human-oriented design of the relationship between the computer and the creatively active person - i.e. the design of a formal model and the non-formal, natural and social environment - is always more readily recognized as the fundamental philosophical, theoretical and methodological problem of informatics (computer science and information systems). Informatics/computer science results from the necessity to overcome the tension between technology-based automation, which is based on a purely syntactic interpretation and transformation of information, and creative and active people who carry out semantic information processing based on their knowledge. It is this tension that requires the development and use of user-oriented software and the formal operations to be integrated into complex human work processes. Conceptual strategies that foster the development and integration of modern information technologies into social organization are currently the topic of vivid philosophical and methodological discussions, reflecting the influence of different philosophical schools. The utilization of information technologies has significantly changed both employee working conditions and the relationship between organizations and their environment. The development of humanity-oriented computer science is a necessary condition for integrating computational systems into social contexts and for largely adapting these systems to the users' needs.

    Abstract
    This paper proposes to appeal to the structural-attributive approach to help establish a useful ontological categorization of information. Specifically, it argues that a framework for library and information science (LIS) based on Stonier's theory of information would be helpful, with the intention to advance one of the unfinished dialogues of LIS, the so-called Wiener's problem, or statutum ontologicum. This proposal advocates the possibility of developing a theory based on the assumption that information is a basic property of the universe. Stonier's perspective is an evolutionary type, so the basis of this research is interdisciplinary, such that his ideas can help describe the development of society in the information age. It also explains the two main categories or forms of information, which Stonier called "applied," for the library scope. In other words, there are the information contained in a system and the transformed and processed information. He argues that information is an ontological category that exists independently of being perceived. This paper asserts that information characterizes the world in itself, since it is through it that all knowledge is obtained.

    Abstract
    What is the uniquely human factor in finding and using information to produce new knowledge? Is there an underlying aspect of our thinking that cannot be imitated by the AI-equipped machines that will increasingly dominate our lives? This book answers these questions, and tells us about our consciousness - its drive or intention in seeking information in the world around us, and how we are able to construct new knowledge from this information. The book is divided into three parts, each with an introduction and a conclusion that relate the theories and models presented to the real-world experience of someone using a search engine. First, Part I defines the exceptionality of human consciousness and its need for new information and how, uniquely among all other species, we frame our interactions with the world. Part II then investigates the problem of finding our real information need during information searches, and how our exceptional ability to frame our interactions with the world blocks us from finding the information we really need. Lastly, Part III details the solution to this framing problem and its operational implications for search engine design for everyone whose objective is the production of new knowledge. In this book, Charles Cole deliberately writes in a conversational style for a broader readership, keeping references to research material to the bare minimum. Replicating the structure of a detective novel, he builds his arguments towards a climax at the end of the book. For our video-game, video-on-demand times, he has visualized the ideas that form the book's thesis in over 90 original diagrams. And above all, he establishes a link between information need and knowledge production in evolutionary psychology, and thus bases his arguments in our origins as a species: how we humans naturally think, and how we naturally search for new information because our consciousness drives us to need it.
