    Abstract
    The strongest tradition of IR systems evaluation has focused on system effectiveness; more recently, there has been a growing interest in evaluation of Interactive IR systems, balancing system and user-oriented evaluation criteria. In this paper we shift the focus to considering how IR systems, and particularly digital libraries, can be evaluated to assess (and improve) their fit with users' broader work activities. Taking this focus, we answer a different set of evaluation questions that reveal more about the design of interfaces, user-system interactions and how systems may be deployed in the information working context. The planning and conduct of such evaluation studies share some features with the established methods for conducting IR evaluation studies, but come with a shift in emphasis; for example, a greater range of ethical considerations may be pertinent. We present the PRET A Rapporter framework for structuring user-centred evaluation studies and illustrate its application to three evaluation studies of digital library systems.

    The objective of this research was to investigate the extent to which thesauri have the potential to support the search behaviour of nanoscience and technology researchers while interacting with an electronic book digital library. Transaction log data was obtained from a nanoscience and technology digital library to investigate the nature, type and characteristics of users' queries and search terms. The specific objectives was to assess the extent to which users' search terms matched with those found in two well-established thesauri attached o the INSPEC and Compendex databases.

    Abstract
    In this article, we elaborate on the meaning of quality in digital libraries (DLs) by proposing a model that is deeply grounded in a formal framework for digital libraries: 5S (Streams, Structures, Spaces, Scenarios, and Societies). For each major DL concept in the framework we formally define a number of dimensions of quality and propose a set of numerical indicators for those quality dimensions. In particular, we consider key concepts of a minimal DL: catalog, collection, digital object, metadata specification, repository, and services. Regarding quality dimensions, we consider: accessibility, accuracy, completeness, composability, conformance, consistency, effectiveness, efficiency, extensibility, pertinence, preservability, relevance, reliability, reusability, significance, similarity, and timeliness. Regarding measurement, we consider characteristics like: response time (with regard to efficiency), cost of migration (with respect to preservability), and number of service failures (to assess reliability). For some key DL concepts, the (quality dimension, numerical indicator) pairs are illustrated through their application to a number of "real-world" digital libraries. We also discuss connections between the proposed dimensions of DL quality and an expanded version of a workshop's consensus view of the life cycle of information in digital libraries. Such connections can be used to determine when and where quality issues can be measured, assessed, and improved - as well as how possible quality problems can be prevented, detected, and eliminated.

    Abstract
    Europeana is an international trusted digital initiative providing access, from a single entry point, to prized collections from a number of European cultural institutions. Advanced Internet and digital technologies present new ways to connect with users; and there is a need continued evaluation of digital libraries. This paper reports on a task oriented, usability study exploring a number of aspects including user satisfaction specific to the Europeana Digital Library. Participants were students from Library Science and Information Systems department, who had some basic experience searching digital collections for information. Participants performed 13 tasks, and focused on the Hellenistic collection. Methodologically, the test was consisted of a list of tasks that among others aimed to assess user satisfaction and interest while performing them. The method applied was measuring Effectiveness, Efficiency, Learnability and Satisfaction. Despite the fact that it was not the first time that they came in contact with a digital library, several participants had difficulties while performing selected tasks, especially when they involved a variety of search types. In general, all of the participants seemed to comprehend how Europeana is organized, although the results also indicate that participants had feelings that expectations were not met when performing more complex tasks.

    Abstract
    As an increasing number of open government data (OGD) portals are created, an evaluation method is needed to assess these portals. In this study, we drew from the existing principles and evaluation methods to develop a User Interaction Framework, with concrete criteria in five dimensions: Access, Trust, Understand, Engage-integrate, and Participate. The framework was then used to evaluate the current OGD sites created and maintained by 34 U.S. municipal government agencies. The results show that, overall, portals perform well in terms of providing access, but not so well in helping users understand and engage with data. These findings indicate room for improvement in multiple areas and suggest potential roles for information professionals as data mediators. The study also reveals that portals using the Socrata platform performed better, regarding user access, trust, engagement, and participation. However, the variability among portals indicates that some portals should improve their platforms to achieve greater user engagement and participation. In addition, city governments need to develop clear plans about what data should be available and how to make them available to their public.
