- Abstract
- Reviews the significant changes in information technology over the last 50 years and considers the many implications for information services. The Internet, global access to distributed information sources, and remote users all present challenges to would-be providers of information services. As resources proliferate, the information professional must develop new methods for locating and accessing them: reliance on publishers and reviews is no longer sufficient. Information service providers can now serve more diverse clienteles, but must be aware of the greater range of information needs and styles of information seeking. The continuing challenge is to harness the information technologies to meet these needs

- Abstract
- Reports on the current state of reference services supplied by the WWW and describes: the main features of WWW based reference services; several models of handling requests; and the impact of these services on traditional reference services. Based upon anecdotal information, concludes that, to date, Web based reference services have had little impact upon traditional reference services

- Abstract
- Reports on the Southern California Online Users Group annual workshop, which broke all previous attendance records. The topic was 'Radical redesign of reference and research', and common threads among speakers included the need for a new reference/research model that will scale with future needs, and the now common standard of round the clock service availability. Print could become a secondary medium to digital data, primarily delivered over the Internet, and that information vendors be forced to change pricing structures. Librarians from public, corporate, and academic sectors have begun building Web sites around links to their own data and to other quality sites as a means of providing 24 hour services. Vendors might consider creating new price comparison services, or offering proce guarantees, to compete with this new phenomenon

- Abstract
- Community networks have existed since the 1970s when Community Memory in Berkeley, Californis, installed terminals in public places for people to read and post material of all sorts on a centralised time sharing system. Community Memory was the first known community access network. Several foundations and government agencies have funded community networks, known as freenets. Discusses the freenet movement; library involvement; the Apple Library of Tomorrow and the Morino Foundation conference on community networks and how to keep in touch with community network developments

- Abstract
- Discusses some obstacles to the use of electronic information. Outlines the major differences between information from online, CD-ROM and Web sources. Analyzes data from Arhus Public Library's (Denmak) business information services, 1992-96, citing electronic information media as the reason for the decrease in the number of enquiries after 1994. States that future users of electronic information will need a more professional attitude and new skills. Defines a concept of 'Web information literacy' and discusses 2 implications: knowledge about the Internet and its resources, and innovativeness as a major component in Internet user skills

- Abstract
- Taking a step beyond Meta search engines which require Web site evaluation skills and a knowledge of how to construct effective search statements, we encounter the concept of a seamless, Web-based library. These are electronic libraries created by information professionals, Meta sites for the 21st Century. Here is a place where average people with average Internet skills can find significant Web sites arranged under a hierarchy of subject categories. Having observed client behavior in a university library setting for a quarter of a century, it is apparent that the extent to which information is used has always been determined by content applicable to user needs, an easy-to-understand design, and high visibility. These same elements have determined the extent to which Internet Quick Reference (IQR), a seamless, Web-based library at cc.usu.edu/-stewei/hot.htm. has been used

- Abstract
- The ability to discriminate and distinguish among individual documents in the ever-increasing volume of information available through digital networks is becoming more and more difficult. With websites being added to the 100 million installed base by tens of thousands per month, information overload is inevitable (H. Berghel, 1997). There are 2 basic paradigms for dealing with this information overload: filtering (information filtering, 1992) information before it reaches the end-user, and customizing the information after it arrives (Berleant & Berghel, 1994). Filtering remains primarily a server side activity since filtering at the client-side would necessitate unnecessary downloads. Information customization is a client-side activity designed to pick up where information filtering leaves off. In this article, we describe our vision of information customization and, along the way, chronicle the development of our proof-of-concept prototype, Cyberbrowser, for customizing information on the Web

- Abstract
- The major attractions of building a Web based reference information system are described: software is virtually 'free'; required training is minimal; systems can be accessed by a variety of platforms; and reference librarians around the world are able to share their expertise. Discusses these points in the context of the evolution of reference information file systems and describes a prototype to show how to construct a basic Web based system

- Abstract
- Outlines the activities involved in developing a community on line information system and the not for profit organisation which was established to run it. The catalyst for the system was Rockford Public Library, Illinois and includes the mission statement, guiding principles, policy statements, standing committees and their goals and objectives during the first year of operation. Funding, staffing, users, and information providers are also discussed. The Sinnissippi Valley Information Network now provides the local community with access to the Internet, a wide range of state information such as property tax records, council minuates and library holdings, as well as WEB pages. The only area of disappointment has been the lack of interest by schools. Sets out 11 suggestions for those considering starting a similar venture

- Until now, technological and finacial interests have dominated construction of the Global Information Infrastructure or information superhighway overshadowing what it could do for the world's people and how it might address society's needs. Discusses the 4 major areas of information policy that will ultimately dictate who has access to the electronic information superhighway of the 21st century; universal service; intellectual freedom; intellectual property rights; and equity
