    Abstract
    Outlines the activities involved in developing a community on line information system and the not for profit organisation which was established to run it. The catalyst for the system was Rockford Public Library, Illinois and includes the mission statement, guiding principles, policy statements, standing committees and their goals and objectives during the first year of operation. Funding, staffing, users, and information providers are also discussed. The Sinnissippi Valley Information Network now provides the local community with access to the Internet, a wide range of state information such as property tax records, council minuates and library holdings, as well as WEB pages. The only area of disappointment has been the lack of interest by schools. Sets out 11 suggestions for those considering starting a similar venture

    Abstract
    In order to provide researchers at the Naval Research Laboratory (NRL), Washington, DC, with access to information resources at their desk tops, the Ruth H. Hooker Research Library and Technical Information Center of the NRL installed a networked information utility called InfoNet. Using a single menuing system, the InfoNet is available from anywhere on the campus FDDI/Ethernet network. Researchers using any type of computing workstation or dumb terminal are provided with access to CD-ROM databases, the library's online catalogue, laboratory management information database, and state of the art Knowbot prototypes to search the Internet. The InfoNet also makes extensive use of Internet electronic mail to provide Alias accounts, ListServ forums, and to send search results to end users.     Abstract
    Reviews the significant changes in information technology over the last 50 years and considers the many implications for information services. The Internet, global access to distributed information sources, and remote users all present challenges to would-be providers of information services. As resources proliferate, the information professional must develop new methods for locating and accessing them: reliance on publishers and reviews is no longer sufficient. Information service providers can now serve more diverse clienteles, but must be aware of the greater range of information needs and styles of information seeking.     Abstract
    Every institution that offers Internet service should have an Acceptable Use Policy (AUP) in place before allowing access to its system in order to protect not only the institution itself, but also its Internet service provider. AUPs are difficult for librarians because they are fraught with intellectual freedom issues. All AUPs, however, regardless of institutional affiliation, should contain these 4 components: mission statement, service provider, clientele, and disclaimer. Discusses the issues which libraries must address in drawing up UAPs, including privacy, anonymity, user education and the consequences of AUP violation. All these issues should be discussed at length and decisions made before Internet access, especially electronic mail opportunities, is offered to staff and patrons

    Abstract
    With the establishment of the WWW as a standard information tool in academic libraries, there is a greater demand for research assistance than ever before. Reference questions involve more teaching time given the number of interfaces clients confront as they navigate the book catalogue, electronic databases, and the WWW. Librarians require expert knowledge of multiple search strategies as well as the ability to teach others how to apply them effectively. Outlines hoe the WWW can function as a desktop publishing system, revitalize subject pathfinders and 'how to' guides, and promote the invention of interactive library tutorials.     The Internet Public Library (IPL), hosted by the University of Michigan School of Information, is an entirely virtual operation located on the Web with a mission to provide library services to the global Internet community. Describes the work of the IPL Reference Center which provides interactive reference services through a Web server and e-mail.     Abstract
    The Three Rivers Free-Net (TRFN) is a free community-based computer network sponsored and run by the Carnegie Library of Pittsburgh, Pennsylvania. TRFN is designed to link the people of southwestern Pennsylvania to information and resources by bringing local nonprofit and government organizations onto the Web and by linking to selected global sites of interest to the local community. Outlines the history of the project, describes the TRFN infrastructure and provides a tour of the Web site. Discusses the reasons for the success of the TRFN project which include library affiliation, collaboration with other organizations, ongoing evaluation of the service's effectiveness, and training of volunteers. Plans for future additions include a community calendar, a search engine, and a geographic information system for the purpose of enhancing local content
