    Abstract
    Past trends in reference instruction, query analysis and proloferation of reference tools classed by primary functions into a general typology anticipated the use of paradigm logic, templates, search strategies, and systematic searching in applied Artificial Intelligence research and design of expert system, especially referral and decision-support systems. The approach, methodologies, and technique employed in basic reference and subject-area reference instruction in four graduate library schools, developed first at the University of Maryland after 1976, are reviewed. The advantages and limitations of the latter are discussed to suggest the interplay of personal service, manual tools, and computerized systems for holistic reference programs. Librarians' transition to the automated tools using AI methods might be improved by introducing paradigms, typologies, strategies, and a systems approach in reference instruction for professionals and more generally in bibliographic instruction

    Abstract
    Recent years have seen an explosion of interest in human information behavior in part attributable to the rapid development of the Internet and associated information technologies. Concomitantly there has been substantial growth in theoretic frames, research, and substantive models. However, these approaches have often been fragmentary, dependent on the goals of disparate disciplines that are interested in differing aspects of information behavior. They often have been rooted in the most rational of contexts, libraries, where individuals come with a defined problem, or information technology systems, that have their own inherent logic. Attempts to extend this work to everyday life contexts often run into disquieting findings related to the benefits of ignorance and the seeming irrationality of human information behavior. A broader view of our social world leads us to richer policy implications for our work. We live in exciting times, in an increasingly flattened world, where the ability for people to assimilate information they find into coherent personal strategies is perhaps the critical modern survival skill.

    Abstract
    To better understand how individuals and groups derive satisfaction from information, it is important to identify the information source preferences they apply in information seeking and decision making. Four informal propositions drove the structure and underlying logic of this study, forming a preliminary outline of a theory of information source preference profiles and their influence an information satisfaction. This study employed Social Judgment Analysis (SJA) to identify the information judgment preferences held by professional groups for six selected information sources: word of mouth, expert oral advice, Internet, print news, nonfiction books, and radio/television news. The research was designed as an hypotheses-generating exploratory study employing a purposive sample (n = 90) and generated four empirically supported, testable hypotheses about user satisfaction with information sources. The SJA judgment functions revealed the influences of volume and polarity (i.e., positive versus negative information) an information satisfaction. By advancing the understanding of how information source preferences can be identified empirically and their influence an information satisfaction, this research reflects a first, small step toward understanding "satisficing." Satisficing behaviors result in early termination of information search processes when individuals, facing incomplete information, are sufficiently satisfied to assume risks and execute decisions.

    Abstract
    The present study contributes to the development of integrated models for information behavior and practices at the domain-specific level. To this end, the model for everyday information practices proposed by Savolainen in 2008 is enhanced by integrating the element of information creating, based on Thomson's recent 2018 study. The integration resulted in the expanded model for everyday information practices. Using conceptual analysis, the above model was examined in light of conventional (positivist and post-positivist) and interpretive (social constructivist) criteria for theory assessment. The findings suggest that the integrated model meets best the interpretive criteria such as meaningfulness and understandability, mutuality of concepts and descriptive logic, empirical verifiability, and usefulness. In contrast, theoretical potential of the model is fairly limited when weighed against the conventional criteria, such as generalization and prediction. Overall, the findings suggest that, in its current form, the expanded model cannot be regarded as a "genuine theory" of everyday information practices. However, the model does incorporate many of the qualities characteristic of social scientific theories, and thus exhibits considerable theoretical potential. This is even more so if the interpretive, naturalistic basis of the data in which the expanded model is based is considered.

    Abstract
    Libraries have not been idle in the face of the changes re-shaping their environments: in fact, much work is underway and major advances have already been achieved. But these efforts lack a unifying framework, a means for libraries, as a community, to gather the strands of individual projects and weave them into a cohesive whole. A framework of this kind would help in articulating collective expectations, assessing progress, and identifying critical gaps. As the information landscape continually shifts and changes, a framework would promote the design and implementation of flexible, interoperable library systems that can respond more quickly to the needs of libraries in serving their constituents. It will provide a port of entry for organizations outside the library domain, and help them understand the critical points of contact between their services and those of libraries. Perhaps most importantly, a framework would assist libraries in strategic planning. It would provide a tool to help them establish priorities, guide investment, and anticipate future needs in uncertain environments. It was in this context, and in recognition of efforts already underway to align library services with emerging information environments, that the Digital Library Federation (DLF) in 2005 sponsored the formation of the Service Framework Group (SFG) [1] to consider a more systematic, community-based approach to aligning the functions of libraries with increasing automation in fulfilling the needs of information environments. The SFG seeks to understand and model the research library in today's environment, by developing a framework within which the services offered by libraries, represented both as business logic and computer processes, can be understood in relation to other parts of the institutional and external information landscape. This framework will help research institutions plan wisely for providing the services needed to meet the current and emerging information needs of their constituents. A service framework is a tool for documenting a shared view of library services in changing environments; communicating it among libraries and others, and applying it to best advantage in meeting library goals. It is a means of focusing attention and organizing discussion. It is not, however, a substitute for innovation and creativity. It does not supply the answers, but facilitates the process by which answers are sought, found, and applied. This paper discusses the SFG's vision of a service framework for libraries, its approach to developing the framework, and the group's work agenda going forward.
