    Abstract
    Die Folgen der technischen Entwicklung eröffnen nicht nur Chancen, sondern bergen auch wachsende Risiken in sich. Um die Chancen zu vergrößern und die Risiken zu verringern, werden gegenwärtig 2 verschiedene Konzepte diskutiert: das Konzept der ethischen Techniksteuerung (Berufsethik des Ingenieurs) und das Konzept der politischen Techniksteuerung (Technikfolgen-Abschätzung bzw. Technikbewertung). Beide Konzepte haben spezifische Schwächen. Einerseits wird die Verantwortungsfähigkeit der einzelnen durch zahlreiche theoretische und praktische Schwierigkeiten eingeschränkt, und andererseits verbleibt die politische Technikbewertung außerhalb der technischen Entwicklung und ist dadurch in ihren Einflußmöglichkeiten begrenzt. Es gilt daher, die Idee der Ingenieurethik und die Idee der Technikfolgen-Abschätzung zu einer Synthese konzertierter Techniksteuerung zusammenzuführen
