    Abstract
    Taking the Oklahoma bombing as a base, the author argues that although social scientists differ about the effects of pornography, there are no parallel arguments that bomb manuals on the Internet give safe vent to potential bombers. While instructions for making bombs are available in books, the procedures involved in accessing such literature in libraries may deter would be bombers. In contrast, easy access through the Internet will encourage them. It is argued that materials that endanger lives should be banned from the Internet on the basis that every right, even free speech, needs to be balanced with others, especially the right to live

    Abstract
    To start off I would like to briefly address the relationship between indexing and classification, which are very technical activities performed by information professionals, and the concept of social responsibility (the focus of this conference), which refer to the human side of the profession. Although indexing and classification involve many technicalities, the basic objective of these activities is to provide access to informationbearing objects, thereby contributing to the social process of information transfer. Information transfer takes place between authors (creators of information- bearing objects) and information users. The authors have something to communicate, and the users have information needs that must be satisfied by the information professional acting as intermediary. In the process of facilitating this information transfer the indexer and classifier therefore has a responsibility towards both authors and information users. Authors can expect the information professional to represent their creations as accurately and exhaustively as possible in retrieval systems, within the constraints of time and cost. Users can expect the information professional to index and classify in such a way as to ensure that information that can satisfy their information needs will be retrievable within the shortest time and with the least effort possible. One can also see the social responsibility of indexers and classifiers in a broader context. They do not only have a responsibility towards specific authors and users, but also towards communities as a whole, e.g. the scientific community, the business community, or society at large. In the case of the scientific community effective transfer of information about advances in research can be seen as essential for the progress of science. Providing effective and suitable information retrieval systems to make this transfer possible can therefore be seen as a responsibility of information professionals. In a business enterprise the effective organization of business records and other business information sources can make a significant contribution to the smooth operation of the enterprise, may be essential for legal purposes, and can enable management to use the information for decision-making at all levels. The information manager therefore has a responsibility towards the enterprise to properly organize and index all these resources.

    Neun internationale Experten warnen vor der Aushöhlung unserer Bürgerrechte und der Demokratie im Zuge der digitalen Technikrevolution. Wir steuern demnach geradewegs auf die Automatisierung unserer Gesellschaft und die Fernsteuerung ihrer Bürger durch Algorithmen zu, in denen sich »Big Data« und »Nudging«-Methoden zu einem mächtigen Instrument vereinen. Erste Ansätze dazu lassen sich bereits in China und Singapur beobachten.     Abstract
    The social construction of the digital memory, let us call it "exomemory", has traditionally been a task related to aseptical procedures and tools but, in fact, it is an activity crossed by complexity and mediation. The positivist model claims for objectivity as the frame and goal in and for which electronic and extemal memory workers and thinkers have to fight and strive. The theoretical concept of multiculturalism is a dangerous slogan and not sufficiently critical as to tackle the rights of diversity and singularity even within a given (but not real) "monocultural society". Exomemory mediators as librarians, archivists, documentalists or virtual curators are not capable of addressing their tasks from a holistic approach compatible with every culture without determining their products and services of symbolic value from an hegemonic position, should it be at local, national or global level. So, these professionals and scholars have to practice reflexivity and include other metatheoretical concepts in their ordinary actions so that users may know who is behind the analysis, "whose are the tracks". To achieve this aim, the field of research called "Knowledge organization" must be opened to a new paradigm in which Critical Theory and Hermeneutics go together. Several theoretical and metaphorical terms commonly used are reviewed and forced to their paradoxical limits. The essay stands for a "culture of the border" as the best imaginary place to depict and accept those contradictions denied by dogmatic and hermetic intelligence.

    Abstract
    Studies on ethics in information organization have deeply contributed to the recognition of the social dimension of Information Science. The subject approach to information is linked to an ethical dimension because one of its major concerns is related to its reliability and usefulness in a specific discursive community or knowledge domain. In this direction, we propose, through an exploratory research design with qualitative and inductive characteristics, to identify the specific terminology that Brazilian indexing languages allow for terms relating to male homosexuality. We also analyzed the terms assigned to papers published in the Journal of Homosexuality, Sexualities and Journal of Gay & Lesbian Mental Health between the years 2005 to 2009. From this analysis of terms and the Brazilian indexing languages, we see (1) the Brazilian context, (2) imprecision in the terminology, (3) indications of prejudices disseminated by political correctness, (4) biased representation of the subject matter, (5) and the presence of figures of speech.

    Abstract
    The study of philosophy provides many general benefits to members of any field or discipline, the easiest of which to defend are an appreciation of, and experience with, critical thinking, including the ability to apply principles thoughtfully and logically in a variety of contexts; it is the discipline that, according to Plato, Socrates believed made life worth living. Today, however, most disciplines can lay claim to critical thinking - information science certainly involves a great deal of logical analysis - but only philosophy, in the Western world, can lay claim to having developed logic and critical thinking and thereby may have furthered the process more than any other discipline. Historically, philosophy is also the discipline in which one learns how to think about the most complex and important questions including questions about what is right and proper; that is, philosophy arguably lays claim to the development of ethics. Before going further, I should note that I am neither a philosopher nor an information scientist. I am a social psychologist and statistician whose interests have brought me into the realm of practical ethics primarily through ethical issues relevant to empirical research. I should also note that I am firmly in the camp of those who consider there to be an important distinction between morals and ethics; as do others, I argue that moral judgements essentially involve questions about whether or not rules, defined broadly, are followed, whereas ethical judgements essentially involve questions about whether or not a particular rule is worthwhile and, when there are incompatible rules, which rule should be granted higher priority.

    Abstract
    Information and communication technology (ICT) has increasingly important implications for our everyday lives, with the potential to both solve existing social problems and create new ones. This article focuses on one particular group of ICT professionals, computational modelers, and explores how these ICT professionals perceive their own societal responsibilities. Specifically, the article uses a mixed-method approach to look at the role of professional codes of ethics and explores the relationship between modelers' experiences with, and attitudes toward, codes of ethics and their values. Statistical analysis of survey data reveals a relationship between modelers' values and their attitudes and experiences related to codes of ethics. Thematic analysis of interviews with a subset of survey participants identifies two key themes: that modelers should be faithful to the reality and values of users and that codes of ethics should be built from the bottom up. One important implication of the research is that those who value universalism and benevolence may have a particular duty to act on their values and advocate for, and work to develop, a code of ethics.

    Abstract
    The COVID-19 pandemic is an international public health crisis without precedent in the last century. The novelty and rapid spread of the virus have added a new urgency to the availability and distribution of reliable information to help curb its fatal potential. As seasoned and trusted purveyors of reliable public information, librarians have attempted to respond to the "infodemic" of fake news, disinformation, and propaganda with a variety of strategies, but the COVID-19 pandemic presents a unique challenge because of the deadly stakes involved. The seriousness of the current situation requires that librarians and associated professionals re-evaluate the ethical basis of their approach to information provision to counter the growing prominence of conspiracy theories in the public sphere and official decision making. This paper analyzes the conspiracy mindset and specific COVID-19 conspiracy theories in discussing how libraries might address the problems of truth and untruth in ethically sound ways. As a contribution to the re-evaluation we propose, the paper presents an ethical framework based on alethic rights-or rights to truth-as conceived by Italian philosopher Franca D'Agostini and how these might inform professional approaches that support personal safety, open knowledge, and social justice.

    Abstract
    Studies an ethical aspects of our profession rarely focus an matters related with the organization and representation of knowledge, but are directed instead toward such subjects as intellectual property, right to privacy, intellectual freedom, or proper professional conduct. Nonetheless, the technological possibilities nowadays have meant a radical change. In the past, a certain policy for indexing or a classification system produced effects only in the relatively limited setting of a library or information center; but now the indexing or classification of certain electronic information resources has effects that go far beyond the physical boundaries of such institutions, or even those of a country. The objective of the present study is, an the one hand, to identify the principal ethical values related with the organization and representation of knowledge, and an the other hand, to see to what degree they are addressed by the ethical codes of professional associations.

    Abstract
    The goal of this research is to analyze ethical questions related to the organization of legislative information (bills, laws, and speeches) within the scope of the Brazilian Federal legislature (Chamber of Deputies and Federal Senate). Field research including interviews was used to collect data in order to investigate the development of knowledge representation tools, such as thesauri and taxonomies , and subject indexing for organization of legislative information (bills, legislation, and speeches). The heads of all sectors responsible for the chosen activities were interviewed in person, and the answers were compared to common ethical problems described in knowledge organization (KO) literature. The results, in part, show a lack of clarity on ethical issues in the treatment of legislative information, pointing to ethical dilemmas and identifying problems such as informational directness, misrepresentation, and ambiguity, among others. The indexers in the Brazilian Congress found ambiguity the ethical aspect faced most often in their jobs. The next most frequent issue was professional inefficiency and in third place was a tie between informational directness and lack of cultural warrant. The research also describes solutions used for various ethical dilemmas. It was found that some indexing terms used to describe bills in the Brazilian Chamber of Deputies have been subject to censorship and censored, or censurable, indexing terms have to be hidden in metadata so documents can be retrieved by users. It concludes that a greater ethical awareness of technical aspects is needed for Brazilian Federal legislative information professionals.

    Describes the foundations of online information ethics by combining the insights of cognitive psychologist, Ulrich Neisser, and information science professor, Rafael Capurro. Capurro contrasts rule based ethics, such as codes, and self based ethics. Rule based ethics are necessary, but self based ethics lead to life enhancing uses of information and information technology. Neisser describes the self by defining 5 aspects of self understanding.     Abstract
    Reports on 'Info-Ethics', the 1st International Congress on Ethical, Legal and Societal Aspects of Digital Information' held at Monte Carlo in MAr 1997. Some 200 delegates from many countries attended: topics covered included the Internet and its control, and the problems of access to it for developing countries with inadequate telecommunications infrastructure. 2 main themes of the conference were the problems of multilingual information provision, and preservation and conservation in the digital environment. Discussions on the nature of ethics and the ethics of cyberspace led to consideration of whether a 'right to communicate' should be added to the International Convention on Human Rights: there may also be pressure for Unesco to establish a Commission on information ethics

    Abstract
    In A Brief History of Information Ethics, Thomas Froehlich (2004) quickly surveyed under several broad categories some of the many issues that constitute information ethics: under the category of librarianship - censorship, privacy, access, balance in collections, copyright, fair use, and codes of ethics; under information science, which Froehlich sees as closely related to librarianship - confidentiality, bias, and quality of information; under computer ethics - intellectual property, privacy, fair representation, nonmaleficence, computer crime, software reliability, artificial intelligence, and e-commerce; under cyberethics (issues related to the Internet, or cyberspace) - expert systems, artificial intelligence (again), and robotics; under media ethics - news, impartiality, journalistic ethics, deceit, lies, sexuality, censorship (again), and violence in the press; and under intercultural information ethics - digital divide, and the ethical role of the Internet for social, political, cultural, and economic development. Many of the debates in information ethics, on these and other issues, have to do with specific kinds of relationships between subjects. The most important subject and a familiar figure in information ethics is the ethical subject engaged in moral deliberation, whether appearing as the bearer of moral rights and obligations to other subjects, or as an agent whose actions are judged, whether by others or by oneself, according to the standards of various moral codes and ethical principles. Many debates in information ethics revolve around conflicts between those acting according to principles of unfettered access to information and those finding some information offensive or harmful. Subjectivity is at the heart of information ethics. But how is subjectivity understood? Can it be understood in ways that broaden ethical reflection to include problems that remain invisible when subjectivity is taken for granted and when how it is created remains unquestioned? This article proposes some answers by investigating the meaning and role of subjectivity in information ethics.[In an article on cyberethics (2000), I asserted that there was no information ethics in any special sense beyond the application of general ethical principles to information services.     The development of digital information and communication technologies will change the nature of political debate and the role of professional societies. Develops some of these issues, especially pornography, in consideration of policing the Internet. Addresses the following 4 aspects of pornography: children and access; accidentally finding; morphing; and the meaning of words. Distinguishes 5 different contexts where different professional judgements have to be made: the workplace; the university; the school; public spaces; and the home. Points to the new ethical professional considerations which arise from the development of technology. Suggests that there is a special role for professional societies in working out policies for policing the virtual society that is the Internet

    Reflections on Information Science have been focused mostly on information access and dissemination, not on ethical aspects of knowledge organization and representation (KOR). This leads us to investigate the existence of ethical values - and problems - which have impact on this field, especially since they are not discussed, although they are revealed in everyday practice. Therefore, and trying to contribute to a further reflection on the lack of literature on ethics in KOR, this paper analyses the Journal of the American Society for Information Science and Technology JASIST, Journal of Documentation, Knowledge Organization, Cataloging & Classification Quarterly, The Indexer and Ethics and Information Technology in the period between 1995 and 2004. The results reveal two complementary dimensions: one concerning the respect of diversity and the other concerning the specificity warrant. The latter, which may prove the relevance of the theoretical principles announced by Hudon (1997), Beghtol (2002, 2005) and Garcia Gutierrez (2002), relative to a transcultural ethics of mediation that reflects diversity (fitted with a precision that, many times, passes by the dimension of multilingualism), making use of tools that may provide cultural warrant to knowledge representation.
