    Abstract
    Purpose The purpose of this paper is to investigate the relationship between internet filtering, emotions and information-seeking behaviour. Design/methodology/approach In total, 15 postgraduate students at an Iranian university participated in the study which involved a questionnaire, search tasks with think aloud narratives, and interviews. Findings Internet content filtering results in some changes in the information-seeking behaviour of users. Users who face website blocking use a variety of methods to bypass filtering, mostly by using anti-filter software. Filtering encourages users to use channels such as social networking services to share resources and it increases the use of library material by some of the users. Users who face filtering during their search are more likely to visit more pages of results and click on more hits in the results, unlike users who do not experience filtering who rarely go past the first page. Blocking users' access to content stimulates their curiosity and they become more determined to access the content. In terms of the affective aspect, filtering causes several negative emotions (e.g. anger, disgust, sadness and anxiety) and the main reason for these emotions is not the inability to access information but the feeling of being controlled and not having freedom. Research limitations/implications The study was limited to a small number of postgraduate students in social sciences and not generalisable to all user groups. The implication is that in countries where filtering is used, libraries can play an important role in serving users and reducing users negative emotions, especially if libraries can take advantage of technologies such as social media for their services. Originality/value This is first study to address the effects of internet filtering on information-seeking behaviour and emotions. The study shows that internet filtering causes negative emotions and results in some changes in information-seeking behaviour.

    Abstract
    Research indicates that migrants' social media usage in Ireland enables a background awareness of friends and acquaintances that supports bonding capital and transnational communities in ways not previously reported. Interview data from 65 Polish and Filipino non-nationals in Ireland provide evidence that their social media practices enable a shared experience with friends and relations living outside Ireland that is not simply an elaboration of the social relations enabled by earlier Internet applications. Social media usage enables a passive monitoring of others, through the circulation of voice, video, text, and pictures, that maintains a low level mutual awareness and supports a dispersed community of affinity. This ambient, or background, awareness of others enhances and supports dispersed communities by contributing to bonding capital. This may lead to significant changes in the process of migration by slowing down the process of integration and participation in host societies while also encouraging continual movement of migrants from one society to another.

    Abstract
    Kaye and Johnson are interested in the effect of interaction with the Internet on time spent with more traditional media by persons with a strong interest in politics, a topic on which previous research has provided conflicting results. They posted a survey on the Web requesting respondents from within the United States which was advertised in politically oriented newsgroups, political chat rooms, politically oriented web sites, and posted on 40 search services and which collected data from the responding convenience sample of 442 in 2000 and 307 in 1996. Respondents were asked about change in their time spent with traditional media, as well as their trust in government, self efficacy, interest in politics, reliance on traditional sources, reliance on the web, other internet based electronic information sources, and their demographic characteristics. Over the time period female respondents increased from one quarter to one third. The average age increased by 10.8 years, and those reporting a high level of trust in government increased from 11.9% to 35.2%. Reported high self efficacy rose from 44.7% to 74%. Internet users are spending significantly less time reading news magazines in the second survey, and while the difference in television viewing is not significantly different, the decrease in radio listening for political information is. Respondents also report spending significantly less time talking about politics in 2000. About one half the respondents report spending less time with traditional media while the other half claim the internet has not effected their use of these sources.

    Abstract
    Social media is frequently used as a platform for the exchange of information and opinions as well as propaganda dissemination. But online content can be misused for the distribution of illicit information, such as violent postings in web forums. Illicit content is highly distributed in social media, while non-illicit content is unspecific and topically diverse. It is costly and time consuming to label a large amount of illicit content (positive examples) and non-illicit content (negative examples) to train classification systems. Nevertheless, it is relatively easy to obtain large volumes of unlabeled content in social media. In this article, an artificial immune system-based technique is presented to address the difficulties in the illicit content identification in social media. Inspired by the positive selection principle in the immune system, we designed a novel labeling heuristic based on partially supervised learning to extract high-quality positive and negative examples from unlabeled datasets. The empirical evaluation results from two large hate group web forums suggest that our proposed approach generally outperforms the benchmark techniques and exhibits more stable performance.

    Abstract
    The title for this conference, stated in English, is Language Technology for a Dynamic Economy - y in the Media Age - The question arises as to what the media are we are dealing with and to what extent we are moving away from tile reality of different media to a world in which all sub-categories flow together into a unified stream of information that is constantly resealed to appear in different hardware configurations. A few years ago, people who were interested in sharing data or getting different electronic "boxes" to talk to each other were focused on two major aspects: I ) developing data conversion technology, and 2) convincing potential users that sharing information was an even remotely interesting option. Although some content "owners" are still reticent about releasing their data, it has become dramatically apparent in the Web environment that a broad range of users does indeed want this technology. Even as researchers struggle with the remaining technical, legal, and ethical impediments that stand in the way of unlimited information access to existing multi-platform resources, the future view of the world will no longer be as obsessed with conversion capability as it will be with creating content, with ,in eye to morphing technologies that will enable the delivery of that content from ail open-standards-based format such as XML (eXtensibic Markup Language), MPEG (Moving Picture Experts Group), or WAP (Wireless Application Protocol) to a rich variety of display Options

Using open-ended interviews, questionnaires and observation, the impact of the Internet on the British Media was assessed. The focus was largely on newspapers, with The Guardian being covered in some depth. Over 300 journalists and media librarians were surveyed. It was found that amongst traditional journalists use was light. Poor access to the Internet - and good access to other information resources - were largely the reasons for this. Of the journalists it was mainly the older and more senior journalists and the New Media journalists who used the Internet. Librarians were also significant users. Searching the World Wide Web was the principal Internet activity and use was generally conservative in character. Newspapers and official sites were favoured, and searches were mainly of a fact-checking nature. Email was used on a very limited scale and was not regarded as a serious journalistic tool. Non-users were partly put off by the Internet's potential for overloading them with information and its reputation for producing information of suspect quality. Users generally dismissed these concerns, dealing with potential overload and quality problems largely by using authoritative sites and exploiting the lower quality data where it was needed. Where the Internet has been used it has not been at the expense of other information sources or communication channels, but online hosts seem to be at most risk in the future.

    Since an increasing variety of electronic information media and their hybrid developments is available in libraries, a unifying concept is needed to obviate the constant creation of new fonds and catalogues, and the futile search for the illusory 'definitive' electronic product. Suggests that although the Internet provides only a superficial integration of various electronic media, its central concept is the unifying one of hypertextuality, whose 4 main elements are the following: multilinearity; hypermediality; integrability; and interactiveness. Aber ebenso wie wir im Fernsehen Kassetten von Mitschnitten zu unseren Selbstkosten abgeben, sollten wir auch im Netz darüber nachdenken, bestimmte aufwändige Zusatzangebote mit einem Mehrwert gegen eine Kostenerstattung abzugeben." Keinesfalls wolle die ARD "marktscheierisch" ihre Archive bewerben. Vielmehr möchte die ARD online künftig ebenso wie heute schon offline spezielle Anfragen erfüllen dürfen, erläutert Pleitgen: "So wie Ich habe da eine Dokumentation gesehen, darin war mein Großvater zu sehen. Können sie mir diese Kassette nicht besorgen?' Oder ,Da lief eine interessante Sendung über Arthrose, die haben wir leider verpasst.' Dann bekommt der Interessent seinen Wunsch zum Selbstkostenpreis erfüllt. Das betrachte ich als Kundenservice, den man aber nicht dem Gebührenzahler aufbrummen sollte", so der ARD-Vorsitzende. Dennoch könnte den Rundfunkgebührenzahlern ab 2005 einiges an Mehrkosten aufgebrummt werden. 22 Millionen Mark pro Jahr dürfen die ARD-Anstalten derzeit in ihre Online-Aktivitäten investieren. Doch schon jetzt ist absehbar, dass die Sender mit dieser Summe nicht auskommen werden, um - wie geplant - ihr gemeinsames Dachportal ard.de und das Nachrichtenportal tagesschau.de auszubauen, Netz-Informationen zu Sport- und Börsenthemen anzubieten und die Angebote der einzelnen Sender weiter zu entwickeln. Rund 350 Millionen Mark wollen die ARD-Anstalten deshalb ab 2005 für ihre Internet-Pläne aus dem Gebührentopf herausholen. Mit der Forderung nach einer InternetGebühr ("Diesmal ist es fällig") zitierte am Montag das Fachblatt Der Kontakter Schleswig-Holsteins Ministerpräsidentin Heide Simonis. Die Ministerpräsidentin hat weder eine eigene noch eine zusätzliche Internetgebühr gefordert", dementierte dagegen Matthias Knothe, Leiter des Medienreferats in der Kieler Staatskanzlei. Simonis setze sich vielmehr wie bisher für eine allgemeine Geräteabgabe ab 2005 ein, so dass die Frage, ob ARD und ZDF per Fernseher, Internet oder UMTSHandy ins Haus kommen, künftig irrelevant werden könne. Zudem erläuterte Knothe gegenüber der FR: "Der öffentlich-rechtliche Rundftink ist online vertreten. Dieser Vertriebsweg versucht Kosten, die zu einer Erhöhung der Rundfunkgebühren führen können." Die Anstalten sollten daher überlegen, ob sie nicht in anderen Bereichen Gebühren einsparen könnten.
    Beim ZDF steht die Forderung nach höheren Rundfunkgebühren nicht im Vordergrund. Rund acht Millionen Mark pro Jahr dürfen die Mainzer jährlich für ihre Online-Investitionen ausgeben. Zusätzlich kassiert. das ZDF nach Informationen aus der Branche noch einmal 6,5 Millionen Mark pro Jahr aus seinem neuen Kooperationsabkommen mit T-Online. Nach dem Auslaufen'seines bisherigen Deals mit dem US-Nachrichtenanbieter MSNBC will das ZDF im August mit Deutschlands führendem Online-Anbieter ein neues Nachrichtenportal unter der Adresse heute.t-online.de eröffnen. Kritiker sehen darin einen Sündenfall: Das ZDF könne angesichts solcher Summen künftig über T-Online und seinen Mutterkonzern Telekom kaum noch unabhängig berichten. Außerdem wachse T-Online durch die preiswerte Nutzung gebührenfinanzierter Fernsehinhalte ein wettbewerbswidriger Vorteil zu. Allein die Tatsache, dass das ZDF die neue Website einblenden wird, gilt als Gold wert. Falls Pleitgen mit seiner Grundsatzrede die Wogen der Kritiker glätten wollte, dann ist sein Kalkül nicht aufgegangen. Denn nun steht der Internet-Vordenker unter den ARD-Intendanten erst recht als Gebühren-ahmentierter Expansionist am Pranger. Von mangelnder Meinungsvielfalt im Internet, die ein öffentlich-rechtliches Gegengewicht gebiete, könne im Internet wohl kaum die Rede sein, betonen Kritiker. "Der öffentlich-rechtliche Rundfunk hat bei allem, was er macht, einen Heiligenschein", klagt Ursula Adelt, Geschäftsführerin des Interessenverbandes VPRT der kommerziellen Rundfunksender. "Das Thema Programmvielfalt ist im Internet sicherlich kein Thema", sagt auch Thomas Hesse, Geschäftsführer der RTL New Media GmbH. Auf die Strategie seines Unternehmens hätten die ARD-Pläne allerdings keinen Einfluss. ,Angesichts der schwierigen Refinanzierbarkeit von Inhalte-Angeboten im Internet ist es wahrscheinlich, dass sich mehr und mehr die Abrechnung von kleinen Gebühren für das Herunterladen von Videos durchsetzt. Man sieht das heute schon im Bereich der Musik", sagt Hesse. An die Zukunft solcher "micro-payments" im E-Commerce glaubt auch Pleitgen, schließt sie aber für die ARD auch künftig kategorisch aus. ZDF-Intendant Dieter Stolte und SWR-Intendant Peter Voss möchte wollen zudem das Werbeverbot für die ÖffentlichRechtlichen im Internet fallen sehen. Dazu sagt Pleitgen: Ich bin nicht sehr scharf auf Werbung. Ich glaube nicht, dass wir uns darüber im Internet refinanzieren können. Im Augenblick läuft sie schlecht. Und wir schaden unserem Image."
